Annual Salary Range: $89,600 - $132,100
The successful candidate’s placement in the salary range will depend upon previous experience in a similar role. The placement shall not exceed the midpoint of the salary range.

DESCRIPTION / ESSENTIAL FUNCTIONS
This position translates business and technical requirements into an architectural blueprint to achieve business objectives. Supports solutions development and architecture activities that guide the development, purchasing and management of enterprise technologies. Evaluates and recommends enhancements, upgrades and/or replacement of line-of-business/enterprise applications and IT (Information Technology) infrastructure systems and services. Defines the principles, guidelines, standards, and solution patterns to ensure decisions are aligned with the city's vision.
Duties include, but are not limited to the following:
- Advises and assists city department leadership and their teams in researching, assessing, selecting, procuring, and implementing new and future technology products/solutions to meet technology needs. Evaluates and recommends enhancements, upgrades and/or replacement of line-of-business/enterprise applications and IT infrastructure systems and services.
- Recommends and provides short- and long-term technical direction and strategic foresight for software applications and technical infrastructure to city departments. Facilitates a yearly "strategic technology roadmap" presentation to city departments, including a discussion regarding current and future technology. Attends customer department's staff meetings and strategic planning sessions as appropriate.
- Consults with and advises technical teams (Application Management, Support Services, Enterprise Architect, Networking, and Information Security) on maintaining and aligning the technical standards and guidelines of new business technology solutions with existing IT infrastructure, standards, security, and compliance.
- Reviews city departments’ Capital Improvement Project (CIP) and Supplemental as part of the annual budget process. Partners with city Procurement in acquiring new technology solutions using the RFP (Request for Proposal), RFI (Request for Information), Sole Source, or Cooperative Purchase processes in accordance with the approved budget.
- Performs project coordination and management as required; acting as a liaison between IT divisions, vendors, Procurement, Finance, and various city departments to assist in the planning, design, and implementation of technology solutions, and to help speed delivery. Escalates and works with Procurement to assist city departments with issues regarding vendor performance.
- Assists city departments in defining scope, and high-level business and functional requirements for new software solutions. Collaborates with customers and IT to determine the appropriate internal IT processes necessary to manage and administer new technology requests from city departments, such as: gap analysis project proposal (GAPP), request for technology (RFT) form, and other IT purchasing processes.
- Recommends alternative service delivery and automation solution options to city departments, as appropriate. Determines cost impact, scalability, security, and sustainability of solutions; works with Technology work groups to ensure that applied solutions and practices are compatible and consistent across the city, and that technology investments are being maximized.
- This is a Criminal Justice Information Services (CJIS) regulated position and requires the ability to meet and maintain compliance with the Security Policy.
- May perform responsibilities of a similar nature and level as assigned.
REQUIREMENTS
Experience:
Three (3) years of experience in business systems and process analysis, project management, IT operations or related experience.
Candidates must have the minimum amount of work experience. Years of experience are based upon a full-time work schedule (2,080 hours per year). The sum of an applicant’s full-time and/or part-time qualifying work experience must meet or exceed the stated minimum qualification. Education will not substitute for the required work experience; however, related unpaid and/or volunteer work experience may be used as qualifying work experience.
Education:
Equivalent to a bachelor's degree in Business, Technology, Public Administration, or related field
The term “equivalent” means that directly related work experience exceeding the required work experience will substitute in equal one-year increments for college-level education (2 additional years for an associate degree and 4 additional years for a bachelor’s degree).
Professional Licensure and/or Certifications:
- Certificate of Competency in Business Analysis (CCBA) or Certified Business Analyst Professional (CBAP), obtain within twelve (12) months of hire.
- Project Management or other certifications relevant to IT and business processes (PMP, ITIL, etc.) are preferred.
