Role Summary
Design, develop, implement, and maintain solutions for several Office of Mental Health (OMH) applications using C#.Net, GitLab, PL/SQL, and related tools. Maintain legacy applications built on .Net, PL/SQL, and Crystal Reports, while developing scheduled jobs for OMH database updates.
Key Responsibilities
- Execute the full software development life cycle (SDLC).
- Write code using Visual Studio: MVC Architecture, XSLT, .NET, JavaScript, Angular, Ajax, HTML, XML, and WCF.
- Manage Oracle databases: scripts for tables, indexes, constraints, triggers, views, stored procedures/packages, and data migrations.
- Diagnose and fix issues in Crystal Reports.
- Mentor junior state and consultant programmers on debugging, security, deployment, and architecture.
- Manage code versioning and branching using GitLab.
- Handle incidents, service requests, and production debugging through the IT Service Management System.
- Coordinate releases with CTO personnel and participate in bridge calls for critical issues.
Technical & Screening Requirements
Mandatory Qualification (Pass/Fail)
- Experience Level: 84+ Months as a Programmer with expert-level proficiency and experience guiding teams.
Requested Qualifications Matrix
- 84 Months: N-tier web application development using MS Visual Studio (VB.Net, C#.Net, ASP.Net, Web Services, HTML, JS libraries, XML, CSS, WCF).
- 84 Months: Oracle 10g or higher (Data modeling tools like ER Studio, PL/SQL coding, stored procedures/packages, Toad/SQL Developer).
- 84 Months: Designing Crystal Reports 10+ (not SSRS) and invoking them from VB/.NET apps.
- 72 Months: XSLT and XPATH expressions to convert XML data to HTML for client browsers.
- 60 Months: Developing/maintaining apps containing Healthcare data subject to HIPAA PHI rules.
- 60 Months: Model View Controller (MVC) architecture.
- 84 Months: Source control tools (GitLab, Azure DevOps, TFS, VSS).
- 84 Months: Workflow-based applications (managing status progressions like Saved/Submitted/Approved and triggering automated email notifications).
