Position Overview:
SCDHHS is seeking an IT Healthcare Consultant Business Analyst Advanced to support operations for the legacy MMIS system within the Bureau of Medicaid Systems. Related systems include MMIS Online application, Provider Web Tool, Provider Enrollment application, and EDI/Translator.

Key Responsibilities:

• Serve as Business Analyst for the MMIS Operations team under supervision of the Medicaid Systems Operations Manager

• Act as liaison between business programs and IT to deliver technical solutions

• Develop, retrieve, and distribute reports and datasets for monitoring, reconciliation, and operational processing

• Provide operational support for legacy MMIS and subsystems

• Respond to stakeholder inquiries and coordinate vendor requests

• Translate business needs into system requirements and technical requests

• Monitor Data Match processes for provider eligibility information

• Document and perform User Acceptance Testing (UAT)

• Review QA and UA results; document defects for resolution

• Analyze business processes and recommend improvements

• Identify risks, issues, and action items

• Interact with vendors, state/federal agencies, and stakeholders

• Provide status and operational reports

Required Skills (Ranked):

• 1+ year experience supporting MMIS Legacy system projects as a Business Analyst

• 1+ year experience with Medicaid claims and provider operations concepts

• 1+ year experience working with Medicaid eligibility and/or enrollment systems

• Proficiency in MS Office Suite, Jira, Footprints, and SharePoint

Preferred Skills:

• Subject Matter Expertise in MMIS Operations

• Experience with data analysis tools such as SAS, Excel, data visualization tools, and statistical software

Required Education:
Bachelor's degree in technical, business, or healthcare field

4+ years of experience in business/systems analysis and/or computer systems development/modification may be substituted

Additional Skills:

• Strong written and verbal communication skills

• Experience in cross-functional team environments

• Ability to communicate effectively with stakeholders and vendors

• Experience preparing clear and concise operational/status reports
