Senior Project Manager – Data Lakehouse (DLH)
Position Summary
The Senior Project Manager will lead the planning, coordination, execution, and delivery of a large-scale Data Lakehouse (DLH) initiative supporting enterprise data modernization efforts. The successful candidate will possess a strong understanding of data management programs and demonstrate the ability to translate strategic objectives into actionable project plans, schedules, and deliverables.
This role serves as the primary coordination point between executive leadership, business stakeholders, technical teams, architects, engineers, data scientists, organizational change management teams, and external oversight organizations.
Key Responsibilities
Strategic Planning and Delivery
Analyze and interpret Data Lakehouse strategy and decompose strategic objectives into executable workstreams, milestones, and deliverables.
Develop and maintain integrated project schedules, resource plans, dependency maps, and delivery roadmaps.
Establish and manage Work Breakdown Structures (WBS), Gantt charts, milestone plans, and project governance processes.
Identify and manage critical path activities and proactively address delivery risks and impediments.
Stakeholder Management
Present project status, risks, issues, decisions, and recommendations to executive leadership, business stakeholders, technical teams, and oversight agencies.
Manage stakeholder expectations in partnership with Organizational Change Management (OCM) and Communications teams.
Facilitate discussions across business, technical, and executive audiences while ensuring alignment and informed decision-making.
Build strong relationships across internal and external stakeholder groups.
Project Governance and Oversight
Ensure project compliance with organizational governance standards and State reporting requirements.
Coordinate activities associated with Independent Verification and Validation (IV&V), executive reporting, and oversight reviews.
Maintain project documentation including decisions, action items, risk logs, issue logs, and meeting outcomes.
Drive accountability and execution across multiple concurrent workstreams.
Data and Technology Program Leadership
Support delivery teams working in data architecture, data engineering, analytics, reporting, governance, and data science disciplines.
Participate in technical discussions sufficiently to identify delivery risks, resource constraints, dependencies, and schedule impacts.
Translate technical concepts into actionable project management artifacts and work plans.
Collaborate with architects and engineering teams to ensure technical work is appropriately sequenced and reflected within project schedules and delivery plans.
Leadership and Team Collaboration
Lead cross-functional teams through influence, collaboration, and accountability.
Delegate effectively while maintaining ownership of project outcomes.
Assess organizational culture, stakeholder dynamics, and external influences that may impact project success.
Foster a results-oriented environment focused on quality, transparency, and delivery excellence.
Mandatory Qualifications
1.Seven (7) years of broad, extensive, and increasingly responsible PM project experience applying project management (PM) principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a Senior PM of one or more *large or complex IT projects.
2.Possession of bachelor’s degree. (Additional four (4) years of qualifying experience may be substituted for a bachelor’s degree.) Eleven (11) years, if substituting bachelor''''s degree for additional qualifying experience.
3.Possession of a valid Project Management Professional (PMP) certification from the Project Management Institute (PMI). The PMP certification is required and may not be substituted with additional experience.
4.A minimum of five (5) years of experience providing diverse technical and management services to government agencies.
5.A minimum of five (5) year’s team building, knowledge transfer, and/or mentoring experience.
6.A minimum of five (5) years of experience leading and facilitating team meetings.
7.A minimum of three (3) years of experience in transition support including providing leadership in the transition of work from the Contractor to State staff and assisting with the transition of the existing PM infrastructure to the maintenance and operations (M&O) infrastructure.
8.A minimum of two (2) years of risk management experience.
9.A minimum of two (2) years of business process review and gap analysis experience.
Desired Qualifications
Experience with Data Lakehouse implementations.
Experience with Databricks or comparable cloud-based data platforms.
Experience with Master Data Management (MDM), data governance, metadata management, and data architecture initiatives.
Familiarity with cloud data ecosystems, data lakes, data warehouses, analytics platforms, and reporting solutions.
