Description

SAIC is looking for a cleared Systems Engineering candidate to provide technical assistance and recommendations regarding the planning, implementation, and management of Battlespace Awareness and Information Operations (IO) systems. Support includes providing high quality engineering advisory services as they relate to evaluating future capability requirements, training and planning support, assisting in the development of doctrine, tactics, techniques, and procedures, advocating requirements in support of future effects-based warfare, assessment of Research & Development (R&D) and Science and Technology (S&T) efforts, and managing functional data for Information Operations for our U.S. Navy Information Operations customer located at the Naval Information Warfare Systems Command site in Old Town San Diego. The selected individual will:

  • The contractor shall provide systems engineering and technical support for ongoing Information Operations and advanced technology developments and policies to the Navy IO Customer.
  • Use operational experience and technical expertise to serve as the Functional Team Lead for assessing requirements, designing, executing, developing, and integrating technical IO solutions for high powered apertures and complex RF systems.
  • Provide subject matter expertise for development of Fleet employment of Information Operations and related systems to include CONOP, CONEMP, and OPTASK development.
  • The Contractor shall provide subject matter expertise support in meetings, technical working groups, technical exchange meetings, and Commander's Update Briefs.
  • Provide assessments, advanced development priorities, and the review of R&D and S&T programs, proposals, projects, and others as directed.
  • Review and provide prioritization and feedback of Federal Government and Fleet Information Operations and requirements.
  • The candidate shall provide support to Navy IO Customer in the modernization of its worldwide IO architecture.
  • Provide technical support for future IO systems architecture development, tabletop exercise development, and war gaming.
  • Provide engineering services necessary to assess the technical viability of IO programs and related efforts.
  • Communicate requirements, work products, progress, and deliverables schedules to senior level civilians and military personnel.


Qualifications

Required Skills, education and experience:
Ability to work with and build relationships with a variety of stakeholders, government technical representatives, and other supporting contractors; excellent written and oral communications; ability to work independently or in a team collaborative environment; ability to brief senior government personnel.
Bachelor's Degree in Science, Engineering or Math and 9 years or more experience; Masters and 7 years or more experience. 4 years of additional experience is acceptable in lieu of degree.
Must have TS/SCI clearance
Extensive prior Military experience with Naval IO systems and the military planning process.
Understanding of PEO C4I / NAVWAR organization structure, programs of records and mission focus.
Basic familiarity of PoR, DOD, U.S. Navy acquisition documents.

Target salary range: $160,001 - $200,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
