Education: Bachelor's degree in one of the computer sciences fields or in management information systems, or four (4) years of work experience in IT, systems analysis, management analysis, program planning, program research, or program evaluation.
SCOPE OF WORK
The Contractor shall provide Information Technology (IT) staff augmentation services in support of the Department’s Office of Information Technology (OIT). The Contractor must provide the qualified Project Manager proposed in its Response, and selected by the Department, who has the experience and ability to fulfill the requirements of this Scope of Work (SOW).
Our client is seeking a PMP who has worked with MS Dynamics 365, and has a high emotional quotient (EQ) to best engage with business stakeholders. The ability to work within multiple project methodologies would also be highly sought (Kanban, Scrum, Agile, Waterfall).
On an ongoing basis, the Contractor’s Representative or Project Manager (PM) will report to the Application Development and Support manager, the designated contract manager (see section 14.0). The PM will communicate and work closely with Department executive management. PM will serve as the liaison for the Department with the Federal Centers for Medicare & Medicaid Services (CMS), the Florida Digital Service, solution providers/suppliers, and other project stakeholders. The PM will provide the following project management activities for current and future projects, unless specifically stated.
1. General Project Manager Tasks. The Contractor’s Representative shall perform the following tasks, as necessary, to complete work assigned by the Department’s Contract Manager:
a. Produce project management plans, in accordance with the standards of the Project Management Institute (PMI).
b. Produce a project schedule and update the project schedule and performance summary/charts weekly.
c. Maintain the RAID Log for tracking risks, assumptions, issues, decisions, lessons learned, and change requests.
d. Ensure that required project artifacts are created and maintained.
e. Manage revision of the project scope, budget, and schedule.
f. Ensure projects are completed on time, within budget, and meet the Department’s expectations for quality.
g. Identify the measured value the assigned project is to achieve and report this measurement to the Department’s Contract Manager.
h. Evaluate, track, and report project risks, and work with Department staff to develop and implement risk response strategies.
i. Apprise sponsors and stakeholders, as identified by the Department’s Contract Manager, of risks and issues affecting projects, and provide recommended solutions.
j. Communicate relevant project information to Department staff through formal and informal status reporting.
k. Facilitate meetings and coordinate project activities.
l. Proactively address project team conflict and communication problems.
m. Collect business requirements and facilitate Joint Application Development (JAD) sessions.
n. Attend project meetings and other related meetings.
o. Capture meeting minutes for project meetings
p. Share ideas and complete assignments related to projects.
q. Review and comply with 60GG-1, F.A.C., Florida Information Technology Project Management and Oversight Standards.
r. Perform other related tasks as determined by the Department’s Contract Manager.
2. Other project reporting and documentation can include, but not limited to:
a. Update State of Florida Risk Assessments
b. Update State of Florida Legislative Status Reports
c. Update State of Florida Key Performance Indicators Reports
d. State of Florida Spending Plan Updates
e. Executive Steering Committee (ESC) Meeting Presentation and Materials
f. ESC Meeting Minutes
g. State of Florida Quarterly Status Reports
h. Create and/or update the State of Florida Operational Work Plans and Attachments
i. Assist in Schedule IV-B updates for each project
j. Invoice processing and Payment Milestones workbook updates
k. Review of statutory requirements to determine project compliance
Deliverables
a. Status Report. A report detailing the status of tasks, level of service provided to Department staff, and the projected completion date for each assigned task. The Contractor shall submit this report weekly to the Department’s Contract Manager on the day specified by the Department’s Contract Manager.
b. Time Reports. A report detailing the tasks worked on each day and the hours spent on each task. The Contractor shall submit this report to the Department’s Contract Manager no later than the 5th day of the month that follows the month for which the total hours worked are being submitted via a mutually agreed upon timesheet.
c. Project Related Deliverables. In addition to project plan related documentation identified any specific project deliverable assigned to the Project Manager per the project plan. This can include, as an example, technical documentation, system instructions, process and procedure documentation. The Project Related Deliverable documentation must be satisfactorily completed within the response time specified by project plan and accepted by the Department’s Contract Manager.
d. Additional Documentation. Any additional documentation required by the Department’s Contract Manager, which must be submitted within the timeframe specified by the Department’s Contract Manager.
Facilities and Equipment
The Department will provide items such as working facilities, development and testing environments, equipment and software licenses, access to the Department’s network, and internet connectivity, etc. Note: A Contractor Representative with access to the Department’s network is required to complete the Department’s security awareness training. This training must be completed within fifteen (15) calendar days of the Contractor Representative’s start date. If the Contractor Representative uses his or her own computer laptop, the equipment must undergo a security review by the Department to ensure it is free of software viruses and does not otherwise pose a security threat, prior to connection to the Department’s network.

• 13-15+ years’ experience in IT project management, specifically managing medium-to-large scale software application development projects.
• 10+ years’ experience in managing multiple projects concurrently.
• Hold a current Project Management Professional (PMP) Certification from the Project Management Institute (PMI).
• Experience with MS Dynamics related Projects
• Experience developing and maintaining detailed project schedules using Microsoft Project
• In-depth knowledge of the principles, theories, practices and techniques for managing the activities related to planning, managing and implementing software projects and programs
• Documented and proven ability to formulate project plans for managing and monitoring progress on software development projects; to think logically and to analyze and solve problems; compile, organize and analyze data; to evaluate and monitor projects, plans and schedules and implement corrective action plans.
• Solid understanding of software development lifecycle methodologies (e.g., Kanban, Scrum, Agile, Waterfall, etc.)
• Possess the professional and technical skills necessary to perform IT project management.
• Strong customer service orientation
• High emotional quotient (EQ) to best engage with business stakeholders
• Ability to be creative, to use sound judgment, and to display foresight to identify potential problems and design/specifications and assigned application software systems
