A Human Services Consultant

We need someone who can walk into a room full of Minnesota county eligibility supervisors and talk about SNAP processing timelines, MAXIS data-entry workflows, or how the Whole Family Approach translates into system design requirements.

What We Need

A consultant who can credibly lead engagement with Minnesota county and Tribal Nation human services agencies. Specifically:

• Direct experience working in or with Minnesota county human services agencies on eligibility programs (SNAP, cash assistance, food assistance, or related programs)
• Familiarity with MAXIS and/or MNbenefits
• Understanding of how eligibility workers process applications today, including the manual data entry burden that the State is trying to reduce
• Ability to build trust quickly with county directors, eligibility supervisors, and frontline staff
• Experience facilitating feedback sessions, interviews, or workshops with government workers to capture operational requirements
• Familiarity with DCYF, DHS, or the broader Minnesota human services ecosystem
• Awareness of or experience with human-centered design principles and/or the Whole Family Approach is a plus

Who This Might Be

• A former MN county human services director or eligibility program supervisor
• A consultant who has done MN county engagement, training, or implementation work for DHS, DCYF, or a Minnesota county agency
• Someone who has supported previous Minnesota benefits system rollouts or policy implementation at the local agency level
• A human services program analyst who has worked on SNAP or cash program operations in Minnesota

What This Role Does on the Project

• Co-leads outreach to and onboarding of 4-7 pilot county and Tribal Nation agencies
• Represents the needs and requirements of eligibility workers in project team meetings
• Helps document user stories, operational requirements, and program-driven constraints
• Ensures the Worker Interface design reflects Minnesota program policy and eligibility workflow realities
• Participates in the interview/presentation phase of the solicitation as a key team member
