Job Overview

Our client, a leading public health and human services organization, seeks a highly motivated Business Analyst to support modernizing enterprise applications that serve individuals with intellectual and developmental disabilities. The BA will play a central role in redesigning complex case management and healthcare applications, translating business policies and operational needs into detailed, implementable functional designs.

Key Responsibilities

• Analyze and reverse-engineer existing application functionality, workflows, business rules, data flows, integrations, and system dependencies
• Identify functional gaps, conflicting requirements, usability issues, and opportunities to improve application behavior
• Design future-state application workflows including user roles, task routing, approvals, validations, notifications, escalations, and reporting
• Develop high-quality functional artifacts: process models, use cases, user stories, functional specifications, business rule catalogs, screen/field requirements, data definitions, and requirements traceability matrices
• Proactively identify scope changes, design conflicts, and delivery risks; escalate with recommended actions
• Communicate complex concepts clearly to both technical and non-technical audiences

Required Skills

• Minimum 5 years of Business Analyst experience on complex application development, redesign, or modernization projects
• At least 3 years directly responsible for functional application design or redesign
• Demonstrated ability to own major BA and functional design deliverables independently
• Experience with at least two substantial application implementations or modernization efforts across multiple SDLC phases
• Proficiency in creating process models, use cases, user stories, functional specs, and acceptance criteria
• Strong understanding of full SDLC; practical experience in Agile, hybrid, or iterative delivery environments

Preferred Skills

• Experience with case management, healthcare, human services, or public-sector applications
• Familiarity with CMS waiver programs or Medicaid services environments
• Experience with legacy application assessment and future-state functional design
