We are seeking a Senior APD Financial Analyst to support the financial management and oversight of Advance Planning Document (APD) activities and Medicaid Enterprise System (MES) initiatives. In this position, you will track project expenditures, validate cost information, maintain budget tables, and ensure full compliance with CMS-approved federal funding requirements.

  • Monitor APD-related project budgets, track expenditures, and identify potential budget issues.

  • Review and validate financial information in APD submissions to ensure alignment with CMS requirements.

  • Maintain and update the Medicaid Detailed Budget Table (MDBT) and develop financial narratives.

  • Gather cost estimates from stakeholders and collaborate with Finance and Budget teams.

  • Participate in budget review sessions and support the MES Certification process (ORR/CR).

  • Required Skills:

    • APD & Financial Writing: 3+ years writing, reviewing, or drafting financial narratives for APDs

    • MDBT & Accounting: 3+ years of MDBT development, public sector budgeting, or accounting experience

    • Public Sector & Healthcare: 3+ years in state government or public sector Health & Human Services programs

    • Project Management & Execution: 5+ years executing against multiple priorities, managing project tasks, and facilitating meetings

    • Stakeholder Engagement: 5+ years collaborating with cross-functional technical and financial teams
