Summary

Role:Sr. Technical Delivery Manager

Location: Remote within US

We are seeking a highly skilled Sr. Technical Delivery Manager with 10+ years of strong experience in the healthcare domain particularly around Population Health Management. This role requires strong hands on experience delivering multiple initiatives and a proven track record of leading large scale platform and data migrations within complex healthcare environments. The TDM will be accountable for end to end technical delivery, including migrations involving legacy platforms, data conversion, integrations, and production cutovers.

Key Responsibilities Accountability
  • Serve as the single point of accountability for technical delivery on assigned projects
  • Own delivery of all technical components for assigned initiatives including platform modernization and data migration efforts
  • Act as the primary escalation point for technical risks, issues, and delivery blockers
  • Ensure solutions are integrated, stable, secure, and production ready
Cross Functional Coordination
  • Coordinate technical delivery across internal teams, including application development, infrastructure, data, quality assurance, and operations
  • Coordinate delivery activities with third party vendors and external partners, particularly those involved in platform replacement or data migration efforts
  • Identify and manage cross team dependencies and integration points
Planning and Execution Management
  • Develop and maintain technical delivery plans, milestones, timelines, and dependencies
  • Track technical progress against agreed upon plans
  • Proactively identify and drive resolution of delivery risks and issues
  • Manage technical delivery timelines and resource utilization
Platform & Data Migration Leadership
  • Lead end to end platform and data migration initiatives, including:
    • Legacy system assessment and migration planning
    • Data mapping, extraction, transformation, and loading (ETL/ELT)
    • Data validation, reconciliation, and sign off
    • Cutover planning and execution
  • Ensure minimal disruption to member and care management operations during migrations
  • Drive coordination across business, data, integration, QA, and operational teams
  • Ensure migration activities meet security, compliance, and audit requirements
Solution and Architecture Alignment
  • Participate in solution design and technical architecture discussions as required
  • Translate approved designs and requirements into actionable technical delivery plans
  • Ensure alignment with enterprise architecture standards, security requirements, and operational readiness criteria
Governance and Reporting
  • Provide concise and regular technical status, risk, and issue reporting
  • Represent technical delivery interests in project forums and working sessions
  • Produce and maintain required technical delivery documentation and artifacts
Release and Production Readiness
  • Support change management, release management, and service transition activities
  • Partner with operations teams during go live and stabilization
  • Ensure an orderly and complete transition from project delivery to production support
Deliverables

The TDM shall produce and maintain, as applicable:

  • Technical delivery plans and schedules
  • Risk, issue, and dependency tracking artifacts
  • Technical status and readiness reports
  • Release and production readiness documentation
  • Transition and handoff documentation to operational support teams

Deliverables shall be maintained throughout the engagement and updated as scope or priorities change.

Required Skills & Experience Core Experience
  • Experience working on integration and system implementation related projects and deliverables
  • Proven experience leading platform and data migrations in enterprise healthcare environments
  • Experience within healthcare and/or regulated environments
  • Experience with SQL, SSIS, and/or .NET
  • Demonstrated experience delivering complex IT initiatives in a technical delivery or technical program role
  • Strong understanding of application systems, infrastructure, and system integration
  • Experience coordinating delivery across multiple teams and vendors
  • Strong issue management, escalation, and problem solving skills
  • Ability to communicate effectively with both technical and non technical stakeholders
  • Ability to work independently and deliver outcomes in a contracted role
Preferred Qualifications
  • Knowledge of Population Health Management (PHM) within Managed Care Organizations (MCOs)
  • Prior experience with Care / Case Management platforms
  • Experience migrating from legacy care management or PHM platforms
  • Experience supporting large projects with aggressive timelines
