Job Overview

The Organizational Change Management (OCM) Administrator will support enterprise-wide IT initiatives for the Florida Department of Transportation (FDOT). This role is responsible for coordinating change management activities across people, process, and technology initiatives including enterprise system implementations, cloud migrations, cybersecurity projects, infrastructure modernization, and digital transformation programs.

The selected candidate will work closely with IT leadership, project managers, stakeholders, and technical teams to drive organizational readiness, user adoption, stakeholder engagement, communication planning, and change execution strategies.



Key Responsibilities

Organizational Change Management

  • Serve as the OCM workstream lead for enterprise IT projects.
  • Coordinate and manage OCM activities, deliverables, schedules, risks, and stakeholder engagement initiatives.
  • Develop and execute organizational change strategies aligned with project objectives and implementation timelines.
  • Support enterprise system implementations, cloud migrations, cybersecurity initiatives, and digital transformation projects.

Stakeholder Engagement & Communication

  • Collaborate with IT leadership, project managers, technical teams, vendors, and stakeholders to assess organizational impacts.
  • Develop stakeholder engagement plans, communication strategies, and readiness initiatives.
  • Facilitate meetings, workshops, training sessions, and implementation activities.

Project Coordination & Reporting

  • Track project milestones, timelines, risks, budgets, and deliverables related to OCM activities.
  • Provide status reports, quality reviews, and escalation support for project issues and dependencies.
  • Ensure all OCM deliverables meet quality standards and acceptance criteria.

Change Readiness & Adoption

  • Develop and maintain:
    • Change Impact Assessments
    • Stakeholder Analyses
    • Readiness Assessments
    • Resistance Management Plans
    • Training & Communication Plans
    • Post-Implementation Sustainment Plans
  • Support user adoption and organizational readiness for new technologies and systems.

Quality Assurance & Process Improvement

  • Review and validate OCM deliverables for alignment with project goals and enterprise standards.
  • Identify opportunities for process improvement and organizational readiness enhancements.
  • Support continuous improvement initiatives and change management best practices.



Required Qualifications

Education

  • Bachelor s Degree in:
    • Communications
    • Marketing
    • Business Administration
    • Related field
      OR equivalent professional experience.

Experience

  • 3-5 years of business or industry experience.
  • 1-3 years of project leadership, program management, or organizational change management experience.
  • Experience supporting enterprise IT projects and digital transformation initiatives.
