DESCRIPTION OF SERVICES

The Business Intelligence Analyst uses data to figure out market and business trends for companies to increase profits and efficiency. They may work directly for a company or as a consultant. HHSC IT is performing targeted data curation in the Performance Management & Analytics System (PMAS) for Medicaid Reporting on Medicaid Personal Care Services.

This development effort will utilize an Agile methodology based upon the approach currently in use for PMAS.

As a senior analyst and tester on the Agile development team, the worker responsibilities may include:

Overview

The Worker will serve as a senior Business/Systems Analyst gathering business and technical requirements, data requirements, business rules, acceptance criteria, including non-visualization business requirements, and then translating them into test plans, test scenarios, and test cases for a full requirements traceability matrix.

The Worker will facilitate integration of technical data sources across Health and Human Services (HHS) departments and agencies.

This role empowers HHS staff to effectively develop complex queries, often using AI prompting techniques to access, synthesize, and report accurate data for official agency reporting and strategic decision-making.

The ideal candidate has strong analytical skills, a deep understanding of HHS programs and data, strong history of BI/Data Warehouse development, and exceptional communication abilities to bridge the gap between technical data systems and operational users in the emerging context of AI.

Responsibilities

Requirements and Testing

  • Work with program areas and project sponsors to gather business requirements and translate them into technical specifications.
  • Lead as Test Manager creating test plans and test cases that integrate Agile sprint cycles, epics, user stories, Waterfall project plans, and project artifacts.
  • Translate complex data requests and operational requirements into clear, actionable AI queries against complex analytics data sources.
  • Explain technical findings and data limitations in simple, non-technical language to end users.

AI Prompting and Data Synthesis

  • Develop and refine effective AI prompts and query strategies to retrieve and synthesize data accurately from complex datasets.
  • Guide non-technical users in crafting precise prompts to retrieve accurate data.
  • Develop a library of standardized prompts and query templates for common reporting needs.

Data Reporting and Visualization

  • Extract, integrate, and analyze data from multiple complex internal and external sources.
  • Collaborate with end users and performance analysts or IT leaders to create and validate reports, dashboards, and data visualizations.
  • Validate AI-generated outputs and identify hallucinations.
  • Ensure compliance with agency reporting standards, governance, and regulatory requirements.

Data Literacy and Training

  • Champion data literacy by developing and conducting AI training sessions.
  • Create documentation and tutorials for AI tools.
  • Promote a data-driven culture across the organization.

Collaboration and Problem-Solving

  • Work closely with Data Engineering, IT, and Program teams to resolve data issues.
  • Provide expert guidance on interpreting data trends and analytics.
  • Stay current on AI and analytics technologies to improve reporting and data quality.


CANDIDATE SKILLS AND QUALIFICATIONS

Requirements

  • 10 years Required - Experience gathering business requirements and translating complex data requests and operational requirements into clear, actionable queries for complex analytics data sources.
  • 10 years Required - Experience explaining technical findings and data limitations in simple, non-technical language to end users.
  • 10 years Required - Experience in a complex data analysis, senior business/systems analyst, and/or data liaison role.
  • 10 years Required - Strong experience with SQL for data extraction and manipulation.
  • 10 years Required - Experience collaborating with end users and performance analysts or IT leaders to create and validate reports, dashboards, and data visualizations for program monitoring and official reporting.
  • 10 years Required - Excellent communication, presentation, and interpersonal skills.
  • 10 years Required - Experience with data visualization tools such as Power BI and/or Tableau.
  • 5 years Preferred - Experience with Business Intelligence/Data Warehouse.
  • 5 years Preferred - Experience working in Health and Human Services or another regulated environment with program data and reporting requirements.
  • 5 years Preferred - Experience with data governance and data quality principles.
  • 2 years Preferred - Experience championing data literacy through organizational training.
  • 2 years Preferred - Experience training and mentoring staff with varying levels of data literacy.
  • 1 year Preferred - Experience creating AI prompt catalogs using tools such as Streamlit with Python.
  • 1 year Preferred - Experience applying responsible AI practices and compliance with agency standards.
