Help

The physical worksite for this position is located in Alexandria, Virginia. Presence at the Alexandria, VA campus is required for this role, as it includes on site functions that must be performed in person. Position may be eligible for situational telework in accordance with agency policy/business unit discretion. The agency currently allows for 52 hours of telework per calendar year.

This position serves as the IT Specialist (DATAMGT), GS-09:

  1. You are excited about supporting agency-wide efforts to define and share data used to conduct USPTO business and helping more senior data architects improve data governance and data quality.
  2. You are interested in learning how to assist senior data architects with Extensible Markup Language (XML) and JavaScript Object Notation (JSON) schema design using USPTO-approved tools, techniques, and standards, and by reusing applicable XML/JSON standard structures.
  3. You enjoy analyzing business and technical requirements, identifying applicable data requirements, supporting the standardization and management of data elements, and preparing or maintaining enterprise data structure artifacts such as data models, data dictionaries, data flow diagrams, and interface diagrams.
  4. You are motivated to participate in baseline data quality assessments for data migration, data profiling and monitoring efforts, and data redundancy analysis.

You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. You must meet all eligibility and qualifications requirements by the closing date of the job announcement. Applicants must meet the BASIC REQUIREMENTS of the College Graduate authority:

  • entry level candidates who have completed, within the previous two years, a bachelor's or graduate degree OR
  • Veteran who have completed a bachelor's or graduate degree and were unable to apply within two years of obtaining their degree due to a uniformed service obligation of at least 4 years, may apply within two years of their discharge from uniformed service.

Specialized Experienceis experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be qualified for the GS-09 level, you must possess one full year (52 weeks) of specialized experience equivalent to the next lower grade level in the federal service. For this position, the next lower grade level is a GS-07. Specialized experience for this position includes:

  • Experience with data modeling, database design, data management, data governance, or data quality concepts.
  • Experience using Structured Query Language (SQL) and at least one programming or scripting language, such as Python, Java, or similar, to query, analyze, transform, or validate data.
  • Experience with software application architecture, application development, system interfaces, Application Programming Interfaces (APIs), Extensible Markup Language (XML)/JavaScript Object Notation (JSON) structures, or data exchange activities.

Basic Requirement Competencies: The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the competencies, as defined:

  5. Teamwork

You will receive credit for all qualifying experience, including volunteer experience.

Education may not be substituted for specialized experience at this grade level.
