Product Manager

Overview

GovCIO is currently hiring for a Product Manager to lead the strategy, delivery, and ongoing oversight of a custom?developed product within the OCC portfolio. This role ensures that product goals, stakeholder needs, and technical execution remain aligned to support mission?critical outcomes for the program. This position will be a fully remote within the United States position.

Responsibilities

Creates integrated project plans for contract deliverables and new products in development projects. Manages a project team comprised of a multidisciplinary staff. Reviews, manages and controls status of projects and budgets; manages schedules and prepares status reports. Assesses project issues and develops resolutions to meet productivity, quality, and client-satisfaction goals and objectives. Develops mechanisms for monitoring project progress and for intervention and problem solving with team members and line managers. Generally reports to a Program Manager.

• Manages the direction of a project through the design, implementation, and testing in accordance with project objectives.
• Defines requirements and plans project lifecycle deployment.
• Supervises professional and technical support personnel performing in their regular disciplines.
• Schedules tasks and coordinates with various team members to accomplish the results.
• Manages the integration of vendor tasks and tracks and reviews vendor deliverables.
• Ensures adherence to quality standards and reviews project deliverables.
• Conducts project meetings and is responsible for project tracking, analysis and reporting.

Qualifications

Required Skills and Experience

• Bachelor's with 2-5 years (or commensurate experience)
• Proven experience as a Product Manager overseeing custom software development projects.
• Strong ability to define product vision, roadmap, and measurable outcomes.
• Experience working within Agile/Scrum environments and leading cross?functional teams.
• Demonstrated ability to gather, prioritize, and translate stakeholder needs into clear technical requirements.
• Solid understanding of product lifecycle management for enterprise or mission?critical systems.
• Excellent communication skills with the ability to collaborate across technical and non?technical stakeholders.
• Experience managing vendor or contractor teams and evaluating delivery against requirements.
• Strong analytical and problem?solving skills, including data?driven decision?making.

Preferred Skills and Experience

• Experience supporting federal programs or working within the VA/OCC environment.
• Background with human?centered design, user research, or usability testing.
• Familiarity with modern tech stacks, APIs, cloud platforms, or DevSecOps practices.
• Experience with backlog management tools such as Jira, Azure DevOps, or similar.
• Knowledge of compliance standards, data governance, or healthcare?related systems.
• Experience working with distributed, remote teams.

Posted Pay Range

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department/team performance, and market factors.

Posted Salary Range

USD $90,000.00 - USD $110,000.00 /Yr.
