Description of Services
Seeking 1 Senior Business Analyst / Business Analyst 3 with advanced experience in business analysis, requirements management, business process improvement, and software development lifecycle activities.
The Business Analyst will work across multiple technology projects focused on major application enhancements and/or system rewrite initiatives.
This position will perform advanced, senior-level business analysis work and serve as the primary conduit between program/customer stakeholders and software development teams through which requirements flow.
The Business Analyst will participate throughout the Software Development Life Cycle (SDLC). Once the requirements baseline has been established, the position will focus on managing requirements specifications, controlling changes, tracking requirements status, and verifying that all business and functional requirements have been successfully fulfilled, including post-implementation enhancements.
Essential Functions
1. Elicitation & Analysis

Analyze user needs, business processes, pain points, and computer system capabilities to automate or improve existing systems.

Elicit and document requirements through:

Collaborate with business stakeholders and technical teams to identify business requirements and system improvement opportunities.

Analyze existing business processes and recommend process improvements and re-engineering opportunities.
2. Requirements Writing & Visual Output

Transform information gathered during elicitation sessions into clear and comprehensive:

Develop requirements using standard templates and clear, concise, and unambiguous language.

Design mockups and wireframes that align with established UX best practices.

Ensure requirements are traceable, testable, complete, and aligned with business objectives.
3. Business Analysis Best Practices & Mentorship

Promote and apply established business analysis standards and best practices.

Mentor peers and colleagues on business analysis methodologies, documentation standards, and requirements-management practices.

Proactively identify professional development and training opportunities.

Support continuous improvement of business analysis processes and practices.
4. Requirements & SDLC Tools

Utilize Atlassian Jira and Modern Requirements to support requirements management activities.

Manage the requirements change-control process.

Participate throughout the SDLC.

Track, maintain, and communicate requirements status to project stakeholders.

Maintain requirements documentation and traceability throughout the project lifecycle.

Contract Duration
Expected Start Date: September 1, 2026
Expected End Date: August 31, 2027
Maximum Estimated Hours: 992 hours per Candidate
The engagement may be amended, renewed, and/or extended upon mutual written agreement.
Work Hours
Standard business hours are:
Monday through Friday
8:00 AM - 5:00 PM
The selected candidate may occasionally be required to work outside normal business hours, including evenings, weekends, and holidays, based on project requirements.
Any work exceeding 40 hours must be coordinated and pre-approved.

The position follows a Hybrid - On-Site and Telework work arrangement.
Any travel, parking, per diem, relocation, and/or living expenses associated with reporting to the primary work location are the responsibility of the Candidate and/or Vendor.
Travel outside the primary work location must receive prior written authorization.
