Job Title: BEST Program Technical Operations Lead
Location: Boston, MA – Hybrid (4 Days in a Month)
Job Type: Contract

Required Qualifications
  • Bachelor's degree in Computer Science, Systems Analysis, Information Technology, or a related field, or equivalent experience.
  • 10+ years of IT design and implementation experience.
  • Extensive technical experience across multiple operational environments.
  • Strong experience with Software as a Service (SaaS) platforms and cloud-based implementations.
  • Strong knowledge of relational databases and SQL.
  • Extensive experience with system administration and monitoring of application platforms, particularly SaaS environments.
  • Experience across multiple testing phases, including unit, system, integration, parallel, and user acceptance testing.
  • Strong knowledge of LAN/WAN/VPN and remote networking technologies and protocols.
  • Experience with network infrastructure, including routers, switches, firewalls, and related networking concepts.
  • Knowledge of information security and compliance frameworks such as ISO 2700x, ITIL, and NIST.
  • Demonstrated technical leadership and decision-making experience.
  • Ability to analyze project risks and challenges and drive issues through resolution.
  • Strong problem-solving, negotiation, communication, and decision-making skills.
  • Demonstrated ability to work effectively in a matrix management environment and build collaborative teams.
  • Ability to understand the relationship between systems architecture and business use cases.
  • Excellent written, verbal, interpersonal, and customer-service skills.

 

Preferred Qualifications

  • Experience implementing SaaS/cloud solutions involving migration from legacy on-premises applications.
  • Experience working with complex, large-scale technical environments involving multiple technologies and configurations.
  • Experience leading data integration, system operations, security protocols, and technical operational readiness for large enterprise programs.
  • Experience developing and managing project plans, delivery oversight, and status reporting.
  • Experience preparing executive-level status reports and communications.
  • Experience developing or implementing Data Quality programs.
  • Experience performing or supporting system audits within state government.
  • Experience with state government technology implementations and operations.
  • Commonwealth of Massachusetts experience is highly preferred.
