Onsite in Aiken, SC

Our client seeks a Principal IT Business Analyst focused on project controls to lead planning, scheduling, cost management, and financial analysis for complex programs. The role will leverage PeopleSoft, OAS, COBRA, and Primavera P6 to develop baselines, reporting, and integrated controls that inform decisions and mitigate variances. The analyst will guide stakeholders, drive system enhancements, and produce comprehensive monthly forecasts, analyses, and spend plans. Work supports Tritium projects with a 4/10 onsite schedule.

Location: Onsite in Aiken SC (4/10s - 6:30am - 5pm)

Clearance - Q or L level Clearance preferred

Duration: 12-month contract, with 2 additional 1-year option periods


Rate: $80.00 to $95.00/hr. w2

Responsibilities:
  • Organize, develop, implement, maintain, and own project controls and estimating applications to support planning, scheduling, financial analysis, and cost control across the project life cycle.
  • Perform project controls activities and prepare business and financial plans and reports on periodic or ad hoc basis under limited supervision.
  • Develop cost and schedule baselines, milestone schedules, work breakdown structures, and spend plans to optimize resources, equipment, staffing, and funding.
  • Apply advanced project control concepts and lead development of advanced system applications and multi-project integrated analyses.
  • Participate in routine project cost reviews and schedule meetings and implement change management for assigned engineering and construction scope.
  • Analyze cost and schedule variances versus plan and communicate drivers and mitigation plans to management.
  • Provide linkage between client stakeholders and planning processes to support control of the business unit.
  • Perform financial analyses including variance, statistical, and scenario analysis to support decisions.
  • Develop and explain costing rates for budgets, maintain rates in PeopleSoft, and analyze overhead and service pool variances.
  • Execute cost controls for business operations, identify productivity and financial issues, and design integrated financial controls and cost-effective processes.
  • Define requirements and develop models for complex business systems, create test plans and scenarios, integrate major enhancements, and oversee implementation and effectiveness.
  • Initiate and direct special studies, develop solutions for complex problems, and translate management concepts into operating plans.
  • Prepare monthly financial reports, forecasts, and spend plans.
  • Assemble and interpret information to develop solutions to complex business issues.
  • Provide leadership, technical direction, and training to project controls personnel.
  • Apply CAS/FAR principles.

Experience Requirements:
  • Expert proficiency with automated accounting, cost management, scheduling, and estimating systems.
  • Hands-on experience with PeopleSoft, OAS, COBRA, and Primavera P6.
  • Strong personal computer skills.
  • Experience with site business systems.
  • Knowledge of project management and cost and schedule control at the tactical level.
  • Knowledge of operations, maintenance, project startup, and construction environments.
  • Experience developing cost and schedule baselines, WBS, milestone schedules, and spend plans.
  • Experience performing variance, statistical, and scenario financial analyses.
  • Experience implementing change management for engineering and construction scope.
  • Experience developing costing rates, maintaining rates in PeopleSoft, and analyzing overhead and service pool variances.
  • Experience defining requirements, testing, and implementing enhancements for financial and project systems.
  • Experience preparing comprehensive monthly financial reports, forecasts, and spend plans.
  • Experience providing leadership and training to project controls personnel.
  • Active or recent DOE L or Q clearance (preferred).
  • Prior experience supporting Tritium or similar complex programs (preferred).
  • Prior experience with Primavera P6 beyond basic usage (preferred).
  • Prior experience at SRNS or similar DOE site environments (preferred).

Education Requirements:
  • Master's degree in business, construction management, technical, engineering, or related field with 5 years of practical experience.
  • Or bachelor's degree in business, construction management, technical, engineering, or related field with 7 years of practical experience.
  • Or associate's degree with 11 years of practical experience.
  • Or high school diploma with 15 years of relevant experience.
