Position Overview
As a Senior Business Analyst, you’ll support the Maryland Centralized Criminal History (CCH) system and its subsystems including ADR, RAP, and the Interstate Identification Index (III) while providing requirements support and compliance oversight for the Expungement Tracking System (ETS). You will act as a primary liaison between stakeholders and technical teams, ensuring accurate, compliant criminal history reporting, efficient system performance, and seamless integration with local, state, and federal systems. You will also contribute to process improvement, data integrity validation, and documentation of requirements, workflows, and technical reference materials. The role may involve on-site work in secure correctional or probationary environments and occasional travel to other state facilities.
Key Responsibilities
- Serve as lead analyst for CCH and its subsystems, including ADR, RAP, Identification Indexes, and RAS.
- Support requirements, reporting, and compliance functions for the Expungement Tracking System (ETS).
- Collaborate with stakeholders to improve interfaces between CCH and external systems such as OCMS, MAFIS, and FBI databases.
- Troubleshoot user issues, reproduce workflows, and perform root cause analysis.
- Develop and maintain Business Requirements Documents (BRDs), Functional Specifications, User Guides, and Technical Reference Materials.
- Conduct As-Is/To-Be process analysis, gap assessments, cost-benefit analyses, and risk analyses.
- Create use cases, mockups, UML diagrams, and traceability matrices.
- Assist QA teams with test planning, test case development, and facilitate User Acceptance Testing (UAT).
- Write and execute SQL queries to validate data integrity and backend operations.
- Ensure compliance with state and federal standards for criminal justice data reporting.
- Provide presentations and status updates to stakeholders, including law enforcement, IT leadership, and executive staff.
- Identify opportunities for process improvements and system enhancements to improve efficiency and reporting accuracy.
Minimum Qualifications
- Bachelor’s degree in Information Systems, Criminal Justice, Computer Science, or related field.
- Minimum of 5 years of experience as a Business Analyst working with enterprise or justice IT systems.
- Strong knowledge of Maryland’s criminal history lifecycle and criminal justice data reporting requirements.
- In-depth experience with CCH, ETS, ADR, and related modules.
- Strong SQL and database skills, including ETL and data analysis experience.
- Proficiency in UML diagrams, requirements documentation, and traceability matrices.
- Experience working with integrated justice systems across multiple jurisdictions.
- Strong stakeholder engagement, communication, and documentation skills.
- Must be legally authorized to work in the United States for at least 120 days beyond the Notice to Proceed.
- Must pass Maryland State and FBI background checks prior to onboarding, with annual renewals required.
- Ability to work on a 24/7 on-call schedule in secure correctional or probationary facilities.
Preferred Qualifications
- Master’s degree in a relevant field.
- Experience with criminal justice data integrations at state or federal level.
- Familiarity with CJIS standards, NIBRS, and expungement procedures.
- Experience with MS Visio, Axure RP, JIRA, or ServiceNow.
- Business Analysis certifications such as CBAP or PMI-PBA.
- Ability to work on a 24/7 on-call schedule in secure correctional or probationary environments.
- Primary worksite: Baltimore, MD (6776 Reisterstown Road), with occasional travel to other State facilities.
- Work may occur in secure environments subject to search, escort, and security screening requirements.
- Compliance with Maryland IT Security Policies and applicable federal and state data protection regulations.
- Base period: 3 years (October 2025 – September 2028), with option years through 2030.
- Full-time, on-site position with potential 24/7 on-call rotation.
