Mandatory Qualifications
1. Level III – The candidate must have more than seven (7) years of experience working on complex projects, including two (2) or more years in a leadership role as a Developer.
2. The candidate must have more than seven (7) years of experience working directly with COBOL 74 and/or COBOL 85 programming on mainframe systems.
3. The candidate must have five (5) or more years of experience in system analysis and design, programming, and unit and integrated testing within a mainframe environment.
Desirable Qualifications
1. Seven (7) or more years of experience working with COBOL routines, procedures, TIP screens, ECL, and batch jobs in a mainframe environment.
2. Five (5) or more years of experience monitoring production workloads and performing error diagnostics and debugging activities on mainframe systems.
3. Experience creating and maintaining technical documentation related to system design, programming, code walk-throughs, and testing in a mainframe environment.
4. Experience reviewing, translating, and extracting business rules and process logic from COBOL code in a mainframe environment.
5. Five (5) or more years of experience working with RDMS and DMS database structures, including data dictionaries and source code.
6. Five (5) or more years of experience working in information technology within a government setting.
7. Five (5) or more years of experience supporting a Child Support Management System.
Duties and Responsibilities
Daily activities as a COBOL Programmer will include, but are not limited to, reviewing production systems to understand major technical components and their relationship to business areas. The candidate will use COBOL to analyze routines, procedures, TIP screens, ECL, batch jobs, and FTP processes that comprise discrete system components.
Responsibilities include analyzing DMS and RDMS database structures, data dictionaries, and source code to identify discrepancies or inaccuracies, as well as documenting system specifications and solutions to support knowledge transfer.
The role also involves monitoring production systems, performing diagnostic and debugging activities on the mainframe, coordinating project activities with team members, users, and requestors, and acting in an advocacy role as a Subject Matter Expert (SME) throughout all relevant phases of the Software Development Lifecycle (SDLC).
The candidate will work closely with architects and application development team members to refine solution designs and will report the status of assigned tasks and outstanding issues to supervisors and project leads.
