Job Overview:
The candidate performs complex analysis, design, development, automated unit and integration testing, and debugging of computer software ranging from operating system architecture integration to selection of computer systems, languages, and equipment. The candidate designs, codes, tests, develops, and documents application programs, collaborating with end-users and project stakeholders to define system scope and objectives. Additionally, the candidate manages program modifications and maintenance, leads stakeholder meetings to define software requirements, creates highly complex systems, and serves as a mentor to junior engineers.
Essential Functions:
- Lead a team of software engineers in the design, development, and implementation of multiple applications, performing detail technical design, coding, code review, and testing.
- Serve as a subject matter expert for specified systems and subsequent applications, ensuring compliance with dev/sec/ops practices, architectural practices, and system standards.
- Identify gaps in requirements, solve problems for supporting staff, sequence integrated services, and evaluate risk and opportunity impacts to implement mitigation actions.
- Develop methods to improve performance, increase system availability, provide technology recommendations, and assess software testing data results.
- Support the Project Manager as the technical team lead, estimate technical costs, confer with stakeholders to formulate system designs, and assist in application feature estimation.
- Manage technical resources, plan transformation initiatives to new software architectures, extend open-source libraries, and participate in product scoping and roadmap discussions.
- Evaluate emerging technologies, maintain code quality and deployment standards, and mentor junior developers.

Education Level:
Education Details:
- Information Technology or Computer Science.
Experience:
- 8+ years of experience in software design and development, software test and evaluation, and software requirements management.
In Lieu of Education:
In lieu of a Bachelor s degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
Preferred Qualifications:
- Demonstrated solid knowledge of Health Care Claims processing.
- 3+ to 5+ years of extensive hands-on experience with Java, J2EE, Spring Framework, Angular, JSP, JDBC, Hibernate, JMX, JMS, Log4J, AJAX, and JSF.
- Wide breadth of knowledge across Java Open-Source technologies including Ant, Struts, Spring Boot, XML parser technology, SOA-based infrastructure, jUnit, and HTTPUnit.
- Strong technical leadership skills and excellent experience with object-oriented analysis and design patterns/techniques with emphasis on Java/J2EE technology.
- Wide breadth of knowledge of J2EE application servers (WebSphere, Tomcat, JBoss, etc.).
- Previous experience with Workflow and Rules Engines, application performance tuning, and troubleshooting.
- Experience with RDBMS (DB2, Oracle, or MS SQL), development with Use Cases, UML, design patterns, and shell scripts.
- Experience with application log monitoring and automation of alerts.
- Strong verbal and written communication skills to conduct walkthroughs, elicit requirements, and produce functional requirements documents, user interface specifications, use cases, or data dictionaries.
- Knowledge of data analytics, including basic SQL queries, and experience in leading requirements development work.

- MS Word, PowerPoint, Outlook, Excel, Visio, HP ALM, Adobe Acrobat.

- Expert ability to work closely with Architects, Product Owners, Scrum Masters, and Value Stream Managers to provide insight into delivering business value and meeting objectives.
- Expert ability to decompose functional and technical requirements into project activities, conceptual design, prototypes, and test cycles.
- Expert ability to identify technical risks, develop mitigation strategies, and introduce industry best practices.
- Expert ability to evaluate, select, and procure hardware and software technologies while serving as a mentor for junior developers.
- Expert ability to work with stakeholders to define constraints and develop requirements and concept of operations documentation.
- Advanced knowledge of cloud technologies (e.g., AWS, Azure) and database technologies (e.g., cloud, SQL, Oracle, MongoDB, PostgreSQL).
- Advanced fundamental knowledge of software engineering best practices, agile methodologies, and CI/CD pipelines.
- Advanced knowledge of test-first practices including Test-Driven Development (TDD) and Behavior-Driven Development (BDD).
- Advanced experience with deployment, continuous integration, continuous testing, and continuous delivery processes and CI/CD tools.
- Advanced experience with deploying global applications and configuration management.
- Expert ability to review the work of other developers and provide constructive feedback.
- Expert ability to communicate technical requirements to all levels of expertise and maintain effective working relationships.
- Expert knowledge and understanding of the software development life cycle (SDLC) and integration of complex systems.
- Expert knowledge of programming languages (e.g., JavaScript, C, Python).
