Position: Programmer Analyst Intermediate
Duration: 10 months
Work Location: 100% Remote
Project Overview
LADBS is seeking one (1) experienced Programmer Analyst to support application design, development, enhancement, and production support for multiple City systems using Oracle and SQL Server databases. The consultant will work with the LADBS Application Services Division on mission-critical systems related to permitting, payments, cashiering, HR, and financial services.
Key Responsibilities
- Design, develop, test, and maintain PL/SQL stored procedures, packages, and functions
- Support and enhance applications including:
- ePlanLA
- BuildLA
- PCIS (Plan Check and Inspection System)
- LACPS (LA City Permitting System)
- Universal Cashiering / Financial Services applications
- HRP (Workday Human Resources & Payroll)
- Online Payment applications
- Perform database tuning, debugging, and optimization
- Provide production support for mission-critical systems
- Ensure compliance with LADBS and industry development standards
- Fully document code, technical designs, and processes
- Participate in SDLC activities: analysis, design, development, testing, deployment, and support
- Coordinate with developers, project teams, and LADBS stakeholders
- Provide weekly and monthly status reports
- Support security, disaster recovery, and quality assurance efforts as required
Required Skills & Experience
- 5+ years of experience with Oracle PL/SQL and SQL
- Strong experience with:
- Complex SQL queries
- Stored procedures, packages, functions, and cursors
- Experience with:
- Oracle 11g and 19c
- SQL Server 2016 and 2025
- Version control tools (MS Team Foundation Server)
- Solid understanding of SDLC and development best practices
- Strong analysis, design, and documentation skills
- Experience working with government agencies preferred
- Knowledge of information security standards
