Summary

Modern Technology Solutions Incorporated (MTSI) is seeking a Senior Systems Engineer to join our team and provide unmatched expertise and technical insights to the Government. In this role, you will serve as a trusted advisor, offering specialized subject matter expertise in USMC Signals Intelligence operations. You will provide technical education, training, and advanced expertise in the following areas:
  • Networking and data protocols.
  • Secure system design and interoperability.
  • Advanced encryption standards and technologies.
  • Field applications, including reliability, survivability, and resiliency of military communications, particularly within tactical and operational-level Concepts of Operations (CONOPS).

Responsibilities:

Program Development & Management Support:
  • Assist Government Program Managers (PMs) with program development and execution throughout the full program lifecycle (from concept development to service transition).
  • Support the development and execution of acquisition strategies.
  • Develop and maintain program schedules, milestone trackers, and risk management frameworks.
  • Coordinate and facilitate performer program reviews, technical exchange meetings (TEMs), and stakeholder working groups.
  • Prepare and create materials to support internal program reviews and concept development decision processes.
  • Develop and present technical and executive briefings for varied audiences (both internal and external).

Program Security:
  • Ensure program security and protection measures are defined, implemented, and adhered to in coordination with SCO Security Representatives.
  • Provide critical program information (CPI) and inputs for program security classification guides (SCGs).
  • Ensure security guidance is communicated to and followed by program performers and stakeholders throughout the program lifecycle.

Financial and Contract Management:
  • Conduct budget forecasting and allocate funds to performers.
  • Prepare funding requests and associated documentation.
  • Track obligations and expenditures to ensure compliance with financial metrics.
  • Prepare and review program documentation, including Statements of Work (SOW), program work statements, and technical requirements documents.
  • Monitor program budget execution and performer spending to inform program planning and identify programmatic and technical impacts.

Performer Oversight and Management:
  • Facilitate clear and consistent communication to ensure performer efforts align with government requirements and program milestones.
  • Advise and assist performers with program management, planning, and schedule development.
  • Manage the weekly routine of TEMs, update calls, and other program-related activities.
  • Plan and manage comprehensive program reviews.
  • Review all performer deliverables and provide timely feedback.

Test and Event Planning, Oversight, and Management:
  • Interface with Government Points of Contact (POCs) for test events and exercises.
  • Provide input for and review test documentation, including test plans, test cards, checklists, After-Action Reports (AARs), etc.
  • Lead planning efforts in preparation for test events and exercises.
  • Plan for and manage security requirements for test events, including data handling, Interim Authority to Test (IATT), and physical security.
  • Provide execution oversight during test events and exercises.

Qualifications:
  • Proven experience in military hardware design and testing.
  • Level 3 Defense Acquisition University (DAU) certification in at least one area.
  • Operational experience in signals intelligence, electromagnetic spectrum operations, or similar battlefield/tactical missions.
  • Minimum Qualifications:
  • Bachelor's degree in Engineering, Physics, Statistics, Computer Science, or a related field of Science (BS desired; BA required if no BS).
  • Master's degree is highly desired.
  • A minimum of 10 years of program management and analytical experience.
  • Acquisition or Government program management experience is highly desired.
  • Security Clearance: Active TOP SECRET/(SCI Eligible) clearance is required.
