Position Description:
We are seeking an experienced Senior Business Systems Analyst to lead and support a major data migration project for the client.
The successful candidate will play a critical role in migrating financial, billing, and tax workflows from a legacy mainframe environment to a modern Software-as-a-Service (SaaS) solution.
This role requires a seasoned professional with strong analytical and problem-solving skills, in-depth experience, and a proven track record of delivering complex data migrations and process transformations.
Key Responsibilities:
Data Migration Leadership: Lead and facilitate data migration efforts from mainframe environment to a modern SaaS platform, ensuring accuracy, security, and integrity of financial, billing, and tax data.
Business Process Analysis: Analyze current financial, billing, and tax processes, identify gaps, inefficiencies, and dependencies, and propose optimized solutions for integration with the new SaaS solution.
Requirements Gathering and Documentation: Work closely with the City of Baltimore stakeholders to capture and document business and technical requirements, including data mapping, transformation rules, workflows, and reporting needs.
Collaboration with Technical and Business Teams: Collaborate with cross-functional teams, including developers, database administrators, data analysts, and SaaS vendors to design, test, and deploy the migration solution.
Stakeholder Communication: Act as a liaison between Baltimore City departments and the project team, facilitating clear communication, status updates, and alignment of expectations.
Testing and Quality Assurance: Develop and execute testing strategies, including data validation, system testing, user acceptance testing (UAT), and post-implementation reviews.
Change Management: Support change management initiatives, including end-user training, documentation of new processes, and ensuring a smooth transition to the new SaaS solution.
Education and Experience:
Preferred Qualifications:
Certification: Certified Business Analysis Professional (CBAP) or equivalent certification is a plus.
Change Management: Experience in change management strategies for technology transitions.
Familiarity with SaaS Platforms: Experience with SaaS solutions related to financial and billing systems such as Oracle ERP Cloud, Workday Financials, or other comparable platforms.
Skills Requirements:
Systems Integration Knowledge:
Understand common methods of integrating enterprise applications as well as best practices.
Data Migration Expertise:
Proven experience leading large-scale data migrations, specifically involving financial, billing, and tax systems, preferably from mainframe environments to modern platforms.
Mainframe Knowledge:
Familiarity with mainframe systems, including data structures and processing workflows, is highly preferred.
SaaS Solutions:
Experience working on projects involving the implementation or integration of SaaS solutions, with a focus on financial or billing systems.
Business Analysis Skills:
Strong analytical skills for understanding requirements, creating process diagrams, and defining data transformation and migration strategies.
Technical Acumen:
Understanding of SDLC, data transformation, ETL (extract, transform, load) processes and data mapping.
Communication and Collaboration:
Excellent verbal and written communication skills, with experience working with diverse stakeholder groups. Ability to lead workshops, meetings, and presentations.
Project Management Support:
Familiarity with project management methodologies (e.g., Agile, Waterfall) and experience supporting project delivery milestones and schedules.
