Scope:

Primary Job Duties / Tasks:

The two positions will serve as a Grants Manager supporting FLDS staff in administering the 2026/2027 Florida Local Government Cybersecurity Grant Program. The selected candidates will coordinate application intake and review, applicant communications, award documentation, grant website updates, application maintenance, implementation tracking, vendor coordination, compliance monitoring, reporting, and closeout activities.

These positions support the program’s objective of improving the cybersecurity posture and resilience of Florida counties, municipalities, and special districts through state-provided cybersecurity capabilities and integration with the State Cybersecurity Operations Center.

 

Experience:

I.                  The Candidate must possess five (5) or more years of documented experience in grants management, public-sector program administration, contract administration, compliance monitoring, project coordination, or related work.

II.                        The Candidate must possess two (2) or more years of documented experience supporting state, local, or federal grant programs, preferably involving local governments, public-sector technology programs, cybersecurity, emergency management, homeland security, infrastructure, or public safety.

III.                        The Candidate must possess proficiency with Microsoft Office products, including Word, Excel, Outlook, PowerPoint, SharePoint, and Teams.

IV.                        The Candidate must be able to pass a Level 4 background screening and complete CJIS training.

V.                        Preference will be given to Candidates with certifications in the following areas: Florida Certified Contract Manager (FCCM), Florida Certified Contract Negotiator (FCCN), Project Management Professional (PMP), Certified Associate in Project Management (CAPM), Certified Grants Management Specialist (CGMS), Certified Government Financial Manager (CGFM), Certified Grants Management Professional (CGMP), or similar certifications.

VI.                        Preference will also be given to Candidates with experience in Monday.com, Smartsheet, and MyFloridaMarketPlace Ariba On Demand (AOD).

VII.                        Preference will also be given to Candidates with understanding of cybersecurity concepts including endpoint protection, email security, multi-factor authentication, vulnerability management, security operations, incident response, telemetry sharing, and security monitoring.

 

Grant Management Knowledge

 

Knowledge of grant lifecycle activities, including application intake, eligibility review, scoring support, award documentation, monitoring, reporting, implementation tracking, compliance support, and closeout.

 

Analytical Skills and Abilities

 

Ability to manage a high volume of applicant and grantee records with strong attention to detail, accuracy, consistency, timeliness, and audit readiness.

Ability to review applications, documentation, reports, and program records for completeness, accuracy, and alignment with established requirements.

Ability to develop and maintain trackers, logs, dashboards, status reports, reporting matrices, workflows, checklists, templates, and other operational tools.

Ability to coordinate effectively with government staff, local government applicants and grantees, vendors, contract managers, procurement, finance, legal, leadership, and technical teams.

Ability to identify risks, issues, data discrepancies, implementation delays, compliance concerns, and required management decisions.

Ability to work independently, manage multiple workstreams and deadlines, and respond timely to routine, ad hoc, and urgent requests while maintaining alignment with FLDS direction and approval processes.

Ability to maintain confidentiality, protect sensitive program information, and follow state-approved communication and records management practices.

Communication Skills:

 

Ability to communicate clearly and professionally with counties, municipalities, special districts, and other public-sector stakeholders through written, verbal, and executive-level communications.

 

The Candidate must possess excellent interpersonal, collaborative, oral, and written communication skills.

 

SCOPE OF WORK:

The Contractor shall provide services in the manner prescribed by this Scope of Work. The required tasks will include, but not be limited to:

State Fiscal Year 2026-2027 Florida Local Government Cybersecurity Grant Program

 

Support FLDS staff in planning, organizing, and administering the 2026/2027 grant program cycle, including application intake, review, scoring support, award recommendations, award documentation, implementation tracking, reporting, and closeout.

 

Review local government applications for completeness, eligibility, consistency, and alignment with program requirements; coordinate with FLDS staff to resolve discrepancies, incomplete submissions, applicant questions, and documentation gaps.

 

Maintain program schedules, task trackers, reporting calendars, status dashboards, risk and issue logs, grant files, and other tools needed to manage program execution.

 

Support data tracking, document management, applicant communications, scoring and award process management, grant website updates, application maintenance, and reporting functions.

 

Assist FLDS with preparing, issuing, tracking, and maintaining award letters, award value letters, grant agreements, implementation documentation, and related grantee communications.

 

Monitor grantee implementation and utilization of awarded cybersecurity capabilities, including validation of State Cybersecurity Operations Center integration when applicable Coordinate with FLDS staff, grantees, solution providers, and contract management staff to identify and resolve implementation issues, data discrepancies, service delays, vendor issues, and other program risks

 

Maintain regular communication with local government applicants and grantees through FLDS-approved channels, including inquiry responses, acknowledgement templates, frequently asked questions, status updates, and an inquiry and response log.

 

Assist with development and maintenance of program guidance documents, standard operating procedures, workflows, monitoring procedures, reporting templates, and closeout procedures.

 

Prepare recurring status reports, implementation reports, award reports, financial or value-based reports, executive summaries, ad hoc reports, urgent reports, meeting materials, meeting notes, and action item trackers as requested by FLDS

.

Support coordination among FLDS program, cybersecurity, procurement, contract management, finance, legal, leadership, vendor, applicant, and grantee stakeholders.

 

Maintain audit-ready program files, including application records, scoring records, award documentation, communications, monitoring records, reports, implementation records, and closeout documentation.

 

Perform other grant management, program administration, reporting, coordination, and documentation tasks as assigned by FLDS.

Work hours shall be from 8 a.m. – 5 p.m., Monday through Friday, 40-hours a week.

The Vendor’s Employee is expected to work onsite at 2555 Shumard Oak Blvd, Tallahassee, Florida, 32399.

Work Hour Changes

 

The Contract Manager reserves the right to increase/decrease hours as deemed necessary. Hours may be adjusted based on the status or urgency of the Project or budget limitations. Should hours need to be adjusted, prior written notification shall be provided to the Contractor’s Employee.
