Functional & German Tax Compliance Expertise German VAT & Tax Law: Deep understanding of mandatory invoice content under 14 UStG and the legal definition of an E-Rechnung versus 'other invoices' (PDFs/paper are no longer classified as structured e-invoices). GoBD Compliance & Archiving: Knowledge of Germany's principles for proper management and storage of books, records, and documents in electronic form (GoBD).
Understanding the 8-10 year immutability requirement for archiving the exact raw XML/structured file.
Managing audit readiness for German tax authorities (Finanzamt).
Scope & Tax Exemptions:
Ability to distinguish between mandatory domestic B2B transactions, excluded cross-border/B2C transactions, and special provisions (e.g., small-value invoices under 250).
Mandatory capability to receive EN 16931-compliant e-invoices for all German businesses.
Mandatory issuance for companies with annual turnover greater than 800,000.
Mandatory issuance for all remaining domestic B2B transactions.
Technical & Data Architecture Skillset
16931 Syntax Standards & Formats: XRechnung: Mastering the pure XML standard (CIUS) used extensively in public sector (B2G) and automated B2B processing (both UBL 2.1 and UN/CEFACT CII syntaxes).
ZUGFeRD (v2.0.1+ / Comfort Profile):
Expertise in the hybrid format combining human-readable PDF/A-3 with embedded EN 16931-compliant XML data. Peppol BIS Billing 3.0:
Understanding Peppol syntax alignment with XRechnung. EDI & Legacy Formats: Mapping classical EDIFACT INVOIC structures to EN 16931 data elements to preserve legacy EDI setups.
Decentralized Network Architecture & Peppol:
Designing communication channels without a central government portal (direct email, Peppol Access Points, AS4 protocol, SFTP, REST APIs).
Configuring Peppol Directory lookups, Access Point routing, and Participant ID (Endpoint ID / Leitweg-ID) schemas.
Validation & Schematron Rules:
Implementing Schematron and XML Schema (XSD) validators into ERP extraction/ingestion pipelines to catch syntax and business rule violations before processing.
Handling edge cases where hybrid PDFs conflict with embedded XML (German tax authorities prioritize the XML layer). ERP, Subledger & Process Integration Skills ERP Subledger Data Mapping (Oracle, SAP, Microsoft Dynamics, etc.)
