Our client is looking for a Procurement Analyst 2 for a year long contract to hire opportunity located in Phoenix, AZ.

Role Overview Required Skills:
- Minimum 3 years of experience in IT software procurement.
Preferred Skills:- IT Asset Lifecycle & Licensing Expertise: Deep functional knowledge of SaaS, PaaS, RaaS, and IaaS licensing models. Comprehensive understanding of the differences between per-user, per-core, and consumption-based entitlements to optimize spend and mitigate audit risks. Familiarity with modern industry-standard Cloud Procurement Frameworks (such as ISO frameworks).
- Strategic Negotiation: Proven ability to negotiate high-value enterprise contracts, specifically focusing on critical Service Level Agreements (SLAs), data sovereignty clauses, liability terms, and renewal caps.
- Technical Project Management: Ability to manage an end-to-end procurement pipeline as a project. This includes setting critical milestones, managing stakeholders across cross-functional departments, and ensuring the procurement timeline perfectly aligns with technical rollout schedules.
- Complex RFP/RFQ Development: Experience drafting, structuring, and scoring complex solicitations for enterprise-level IT products and services, ensuring that the "Statement of Work" (SOW) is technically sound and contractually enforceable.
- Financial & Data Literacy: Ability to conduct comprehensive Total Cost of Ownership (TCO) and Return on Investment (ROI) analyses to justify multi-year technology investments to executive leadership.
