Are you an experienced Business Systems Analyst who can bring business and technical teams together, navigate complex stakeholder relationships, and turn ambiguous business challenges into practical technology solutions?

We are seeking a Senior Business Systems Analyst to support enterprise-level digital transformation initiatives within a large public-sector transportation environment. This role is ideal for a consultative analyst who combines strong requirements engineering skills with the ability to influence decisions, facilitate agreement, and maintain productive relationships across business units, IT teams, project leadership, and senior stakeholders.

You will help organizations understand where their processes and systems need to evolve, clarify competing priorities, and ensure technology initiatives remain aligned with operational goals. Success requires more than documenting requirements: you must be comfortable leading difficult conversations, challenging assumptions constructively, and helping diverse teams move toward shared decisions.

What You’ll Be Responsible For

Enterprise Business Analysis and Discovery

• Lead stakeholder interviews, discovery sessions, workshops, and process discussions to uncover business needs, operational challenges, and desired outcomes.

• Analyze existing workflows, identify root causes of business problems, and develop recommendations that address underlying issues rather than surface-level symptoms.

• Evaluate business needs across functional areas and help establish priorities when requirements, resources, or stakeholder expectations conflict.

Requirements Engineering and Solution Alignment

• Translate complex business needs into clear, actionable business requirements, functional documentation, user stories, and acceptance criteria.

• Work with product owners, subject-matter experts, project managers, QA professionals, and technical teams to ensure requirements are understood and actionable.

• Bridge the gap between business objectives and technical feasibility, helping delivery teams understand both the intended outcome and the constraints involved.

• Maintain requirements clarity throughout the project lifecycle and help resolve gaps or conflicting interpretations before they affect delivery.

Stakeholder Consulting and Relationship Management

• Build trusted working relationships with business leaders, technical teams, data practitioners, vendors, and other stakeholders across the organization.

• Facilitate challenging discussions, negotiate trade-offs, manage expectations, and help stakeholders reach informed decisions.

• Communicate project progress, risks, dependencies, and proposed changes clearly to audiences ranging from technical practitioners to senior leadership.

• Serve as a consultative partner to assigned business areas, helping stakeholders evaluate options and understand the implications of proposed solutions.

Digital Transformation and Organizational Change

• Support enterprise initiatives involving system interoperability, data sharing, process improvement, and cross-functional collaboration.

• Help assess how technology changes affect business workflows, stakeholder responsibilities, and operational practices.

• Support change management by communicating impacts, gathering feedback, and helping teams prepare for new processes and systems.

• Encourage adoption of established governance practices and promote consistency in business analysis and requirements management.

Required Qualifications

• At least 5 years of experience as a Business Analyst, Business Systems Analyst, technology consultant, or in a comparable business analysis role.

• At least 5 years of experience performing business analysis and problem-solving activities in project-based or consultative environments.

• Demonstrated experience building and managing relationships with multiple stakeholders across business and technical functions.

• Strong written, verbal, facilitation, negotiation, and presentation skills, including the ability to communicate complex information to leadership and technical audiences.

• Experience eliciting, analyzing, documenting, and maintaining business requirements and user stories.

• Proficiency with Microsoft Office applications, including Word, Excel, and PowerPoint.

• Working knowledge of the Software Development Life Cycle (SDLC).

• Ability to manage ambiguity, navigate competing priorities, and influence outcomes without relying solely on formal authority.

Preferred Qualifications

• Experience working with Azure DevOps for requirements management, user stories, backlog coordination, or related project activities.

• Experience with Salesforce, including business process analysis, requirements elicitation, functional documentation, or platform-related initiatives.

• Experience collaborating with business and technical stakeholders on Salesforce implementations or enhancements.

• Salesforce Certified Business Analyst certification.

• Experience supporting enterprise digital transformation, data governance, system interoperability, or public-sector technology initiatives.
