The Senior Training and Implementation Specialist
is responsible for designing, developing, and delivering specialized training programs that ensure the ECS TESS team and its federal partners are operationally ready to communicate and adopt new tools, systems, and processes. This role goes beyond traditional instruction to include
implementation support: identifying training gaps during the design phase of new capabilities and developing the comprehensive training plans required for long-term sustainability. The ideal candidate will have strong technical expertise, instructional design skills, and the ability to convey complex concepts to technical and non-technical audiences in an engaging and comprehensible way. This is a high-autonomy role designed to bridge the gap between technical design and operational reality; with an expectation to proactively identify training needs as new tools and processes are developed, ensuring the team is always prepared for implementation without needing constant redirection.
Key Responsibilities: - Program Design & Delivery: Lead the end-to-end lifecycle of specialized training programs for the TESS team and federal partners, focusing on high-priority areas like AI/Automation and CSCRM.
- Collaboration with SMEs: Actively partner with engineers, developers, product teams and other SMEs to gain deep insights. Translate these technical and non-technical specifications and functionalities into user-friendly materials for a variety of audiences.
- Asynchronous & Synchronous Development: Create a diverse range of instructional content, including asynchronous materials such as on-demand videos and online courses, as well as synchronous webinars and instructor-led sessions.
- Compliance & Accessibility: Ensure all training materials are fully compliant with 508 accessibility standards and align with organizational and federal security requirements.
- Proactive Implementation Support: Identify training gaps during the "Design to Delivery" transition. Develop "work instructions" for new tools-such as Analyst One, ServiceNow UTS, and AI models-before they are fully deployed to the team.
- Continuous Improvement: Proactively analyze feedback from agencies and stakeholders to make independent recommendations for program enhancements
Required Skills Education: Master's degree in Education, Instructional Design, or a related field. Experience: - 10+ years of experience in training and development, with a focus on agency-facing training.
- Proven experience in instructional design, project management, and adult learning principles.
Skills: - Strong understanding of adult learning principles and instructional design.
- Excellent project management and organizational skills.
- Ability to analyze feedback and make recommendations for improvements.
- Strong communication and interpersonal skills.
- Experience with 508 accessibility standards and compliance.
- Proficiency in a range of tools and technologies, including learning management systems, video conferencing tools, and content creation software.
Desired Skills Certifications: - Certified Professional in Learning and Performance (CPLP) or Certified Instructional Designer (CID).
Experience: - Experience in a similar role, with a focus on agency-facing training.
- Experience with agile methodologies and project management tools.
Deliverables & Expected Outcomes - CSCRM Training Curriculum: A modular, multi-format training suite for Supply Chain Risk analysis and referral package development.
- Implementation Training Plans: For every new product deployment (e.g., CSD Production Dashboard, AI Query models), a plan detailing the \"How-To\" for staff and partners.
- Operational Readiness Artifacts: Proactively created step-by-step instructions and \"SOP-readiness\" guides for all mission-critical tool rollouts.
- Knowledge Management Repository: A maintained, searchable library of training content to support internal team onboarding and upskilling.
- Accessibility Certification: Documentation verifying that 100% of training assets meet federal 508 compliance.
- Nice to Have: Sustainability Reports: Quarterly assessments of \"operational uptake\" and training effectiveness, using feedback to iterate on training materials
