THIS IS A NATIONAL GUARD TITLE 5 EXCEPTED SERVICE POSITION.

This National Guard position is for an IT SPECIALIST (INFOSEC)-Title 5, Position Description Number T58212P1 and is part of the WI 115 CF, Wisconsin Air National Guard.

This position is in the Exceptive Service "under the authority for Title V, P.L. 114-328, Sections 932 and 1084 (FY17 NDAA)"

Duties

Help

  • Manages the COMSEC account for the Wing/Base and subordinate units.
  • Report deviations from established COMSEC and Security guidelines to higher headquarters. Assure semi-annual functional reviews of all COMSEC users' accounts are performed.
  • Serves as the Base Computer Security (COMPUSEC) Manager.
  • Serves as the central focal point for all Task Orders (TaskOrds) and system vulnerability alerts. Ensures all requests for information (RFIs) and TaskOrds are distributed to appropriate work centers and reports progress of compliance to leadership and Higher Headquarters.

CONDITIONS OF EMPLOYMENT & NOTES:

  • Must be able to obtain and maintain a Top Secret security clearance.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

  • Irregular and/or overtime (compensatory) hours may be required to support operational requirements or contingencies or may be required to work hours outside of the normal duty day.

  • THIS POSITION CONDUCTS INFORMATION ASSURANCE FUNCTIONS. THE INCUMBENT SHALL COMPLY WITH THE REQUIREMENTS OF THE CERTIFICATION PROGRAM AND WILL BE REQUIRED TO OBTAIN AND MAINTAIN CERTIFICATION. CERTIFICATION REQUIREMENTS ARE OUTLINED IN DOD INSTRUCTION 8570.01-M7. This position is designated as Essential Personnel and may be subject to duty in preparation for, or in response to, a state emergency or disaster declaration. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the National Guard, Director of Manpower and Personnel (NGB-J1).
  • Federal employment suitability as determined by a background investigation.
  • May be required to successfully complete a probationary period.
  • Participation in direct deposit is mandatory.
  • May be subject to furlough actions.
  • Acceptance of a Federal position may terminate Tricare Tricareeligibility.
  • Males born after 31 December 1959 must be registered for Selective Service.

Qualifications

GENERAL EXPERIENCE: Experience, education or training that has provided a basic knowledge of data processing functions and general management principles that enabled the applicant to understand the stages required to automate a work process. Experience may have been gained in work such as computer operator or assistant, computer sales representative, program analyst, or other positions that required the use or adaptation of computer programs and systems.

SPECIALIZED EXPERIENCE: To qualify for the GS-2210-11, you must have 1-year specialized experience equivalent to at least the next lower grade. Candidate has superior experience managing a program effectively and efficiently such as Communication Security (COMSEC), TEMPEST and Base Computer Security (COMPUSEC). Must have the ability to run a program that will be audited at the national level. Candidate can summarize, interpret and audit significant data collected. Experience of program management of a higher visibility of a large WING/companywide program. Experience in managing and training the function of the work to be performed. Experience requires adaptations of guidelines or precedents to meet the needs of the assignment. A candidate has excellent organizational and communication skills.

Education

Substitution of Education for Specialized Experience - At the GS-11 level, a Ph.D. or equivalent, or 3 years of progressively higher level graduate education leading to such a degree. Undergraduate or Graduate Education: Degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks.

You must provide transcripts or other documentation to support your Educational claims. To receive credit for Education, you must provide documentation of proof that you meet the Education requirements for this position.

3. You may obtain a letter from the Department of Veterans Affairs reflecting your level of disability for preference eligibility by visiting a VA Regional Office, contacting a VA call center or online.

NOTE: Active Duty military members will be required to submit a DD-214 prior to appointment. All other required documents must be uploaded while the announcement is open. Late submissions will not be accepted.

If claiming 10 point preference, you will need to submit a Standard Form, SF-15, "Application for 10-point Veterans' Preference."
