Role Overview

We are seeking a seasoned IT Project Manager to oversee the Operations and Maintenance (O&M) of the Palmetto Automated Child Support System (PACSS), the federally certified system of record for the State of South Carolina. This role is pivotal in managing vendor contracts and ensuring the system's continued success and compliance.

Daily Responsibilities

• Leadership & Governance: Lead the PACSS team using PMI principles to coordinate and oversee vendor performance regarding system O&M.
• Strategic Planning: Direct initiatives across multiple functions, balancing project objectives with proactive risk management.
• Change Management: Manage the formal application change process, ensuring all requests are vetted, prioritized, and tracked through the full SDLC.
• Defect Resolution: Partner with State and Vendor teams to document, triage, and resolve system defects.
• Project Controls: Maintain accurate project schedules and develop monthly management reports featuring progress metrics for executive leadership.
• Knowledge Transfer: Develop and implement strategic plans to transfer system knowledge from vendor teams to State personnel.
• Compliance & Audit: Take the lead on IRS PUB 1075 Audit activities (SC57X-CS) for the PACSS system.
• Process Improvement: Identify and implement organization-wide improvements in collaboration with other project leaders.

Required Skills & Experience

• 7+ years of experience as a Project Manager using PMI methodologies.
• 7+ years of experience in Information Technology (Computing, Telecommunications, Data Storage/Transmission).
• 7+ years of experience with large-scale production system implementations.
• Proven ability to plan, organize, and review the work of large, diverse teams.
• Exceptional communication skills (written/oral) with the ability to bridge the gap between technical staff, federal stakeholders, and executives.

Required Education & Certifications

• Bachelor's Degree
• Project Management Professional (PMP) certification

Preferred Skills

• Direct experience with Child Support Enforcement system design and development.
• Technical proficiency with TFS, MS Project, SharePoint, and PowerBI.
