Description
We are looking for a Business Analyst to support permitting and licensing technology initiatives. This position is well suited for someone who can uncover business needs, convert them into clear functional documentation, and help shape efficient system-driven workflows. The role will work closely with stakeholders, project teams, and external vendors to improve processes and support platform configuration, testing, and implementation efforts.
Responsibilities:
Elicit, analyze, and document business and system needs to create clear functional requirements for project delivery.
Study current operational workflows and translate them into process maps that identify opportunities for automation and efficiency gains.
Configure and refine platform-driven workflows, including automated actions, notifications, status updates, and business rules.
Collaborate with county staff, implementation partners, and software providers to align technical solutions with operational goals.
Support testing activities by preparing use cases, validating outcomes, tracking issues, and helping coordinate resolution efforts.
Contribute to implementation planning and continuous process improvement initiatives across permitting and licensing functions.
Work independently to move assignments forward, prioritize deliverables, and provide structured updates on progress and risks.
Requirements
At least 5 years of experience in Business Analysis, Systems Analysis, Process Analysis, or a closely related role.
Demonstrated ability to gather requirements and produce thorough business and technical documentation.
Experience converting business needs into system configurations, workflow logic, or application-related solutions.
Strong background in process mapping, workflow analysis, and business automation design.
Ability to work with limited supervision while managing priorities in a changing project environment.
Proficiency in Business Analysis and documentation best practices.
Familiarity with Microsoft SQL, Tyler Technologies Munis, or Salesforce Platform is advantageous.
Experience in public sector, permitting, licensing, inspections, or regulatory environments is preferred.
