TxDOT's Austin District is looking for an Area Engineer at the Bastrop Area Office. This position involves keeping abreast of current transportation design innovations, modifications, laws, regulations, policies and procedures; overseeing: construction operations in the area office to include review of shop drawings, compliance with regulations, approval of letting advertising and conducting pre-construction meetings and public hearings, Design Section operations in the area office; overseeing inspection of construction projects and temporary traffic control, operations of the maintenance sections to include planning and budgeting work with maintenance supervisors and district staff, right-of-way plan preparation and monitors acquisition processes to coordinate project letting, utility relocation/adjustment inspection and responsible for material testing and construction engineering.

Position Description

This position involves keeping abreast of current transportation design innovations, modifications, laws, regulations, policies and procedures; overseeing: construction operations in the area office to include review of shop drawings, compliance with regulations, approval of letting advertising and conducting pre-construction meetings and public hearings, Design Section operations in the area office; overseeing inspection of construction projects and temporary traffic control, operations of the maintenance sections to include planning and budgeting work with maintenance supervisors and district staff, right-of-way plan preparation and monitors acquisition processes to coordinate project letting, utility relocation/adjustment inspection and responsible for material testing and construction engineering.

Essential Duties:

  • Approves and inspects driveway, utility and drainage fill permits, and monitors removal of illegal signs.
  • Approves project candidate submission for program calls.
  • Coordinates with the Federal Highway Administration and Federal Aviation Administration on federally funded projects.
  • Coordinates work and agreements with airport administrators, municipal and county governments, entertainment districts convention bureaus.
  • Directs administrative and business operation activities including human resources, training programs, inventory oversight safety and preparation and monitoring of budgets.
  • Directs and plans project development and provides estimates.
  • Directs the development of work programs to meet transportation needs within the assigned geographical area.
  • Monitors signing, pavement marking and striping to ensure compliance with standards.
  • Oversees, plans and executes emergency procedures, preparedness and response for a geographic area; as required responds to office/incident location to direct/oversee activities for emergency situations/conditions; reviews, recommends, and approves change orders.
  • Provides direction for construction projects and contract change negotiations.
  • Represents the Department to the public; answers inquiries from governmental officials, makes media presentations, speaks at public functions and participates in other civic endeavors.
  • Reviews all plans prepared by the area office before transmitting to district headquarters; provides technical expertise.
  • Performs other job responsibilities as assigned. This position requires driving a state vehicle.

Minimum Qualifications:

Education:

  • Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:

  • 5 YEARS transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications
Supervisory Experience:

  • Must have 1 YEAR supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications:

  • Valid driver's license. This position requires driving a state vehicle.
  • Safety Impact Certificate
  • Licensed Prof Engineer*

*Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.

  • Planning, assigning, directing, coordinating and reviewing the work of professional, administrative and technical employees, and scheduling work assignments.
  • Analyzing business, technical and managerial problems and developing, recommending and implementing effective solutions.
  • Using computers and applicable programs, applications, and systems, and analyzing and organizing business and technical data.
Physical Requirements and Working Conditions:

  • Sedentary work: Lift up to 10 lbs. at a time and occasionally carry files/small tools.
  • Light work: Lift up to 20 lbs. at a time and frequently lift or carry objects up to 10 lbs.
  • Standing-prolonged periods of time.
  • Repetitive Motion-substantial movements of the wrists, hands, and fingers.
  • Close Visual Acuity-work includes data/figures; view a computer screen; extensive reading.
  • Subject to extreme cold and heat; below 32 and/or above 100 degrees for more than one hour.
  • Subject to hazards-moving vehicles/mechanical parts, high places/heat, or chemicals.
  • Required to wear protective gear-respirator, hard hat, or other PPE device.
