Position Summary
4Consulting, Inc is seeking a qualified Software Developers to support technology consulting, application development, systems analysis, testing, data management, cybersecurity, infrastructure, or project delivery services for client projects. The selected candidate will perform duties consistent with the client’s project requirements and company delivery standards.
Essential Duties and Responsibilities
The candidate will be responsible for:
- Develop, enhance, test, and maintain Java-based applications, services, and integrations supporting Toolkit, APDS, ID Toolkit, and related identity management platforms.
- Administer and support ServiceNow, MDM, PSIM, and associated environments, including configuration, access management, incident resolution, patching, upgrades, and operational maintenance.
- Serve as the IBM DataPower subject matter expert for configuration changes, XML routing and transformation, interface integration, deployment coordination, and post-deployment validation.
- Support VHIC and MPI integrations, document APIs, XML flows, data mappings, and system dependencies, and coordinate testing, defect resolution, change management, and production support.

Education
|
Bachelor’s degree in Computer Science, Information Technology, Engineering, Business, or related field, or equivalent combination of education and experience.

Experience
|
Experience in enterprise application development, middleware integration, master data management, identity platforms, or technical production support.

Technical Skills
|
Java, IBM DataPower, Master Data Management, ServiceNow, XML Architecture, Application Integration, API Development, Identity Management Systems, Agile Software Development, Change Management

|
Business / Domain Skills
|
- Experience supporting Federal Government IT modernization initiatives, particularly Department of Veterans Affairs (VA) ICAM, Veteran Health Identification Card (VHIC), and Master Person Index (MPI) environments across integrated, multi-vendor platforms.
- Experience developing and supporting enterprise identity management applications, master data management, identity matching, and healthcare identity integration services to maintain accurate, consistent, and secure veteran identity information.
- Experience supporting federal enterprise integration and service management processes, including XML-based data exchanges, cross-system interfaces, incident and change management, platform maintenance, and coordinated production support.
- Experience collaborating with federal stakeholders, application owners, infrastructure teams, and technology vendors to manage platform enhancements, integration changes, security requirements, technical documentation, and operational continuity.
