This is a rare opportunity to join the Financials and Procurement Team (FPS) team as the Technology and Development Team Leader. We are seeking a highly experienced people leader for an amazing group of experienced technologists and developers. Experience in a leadership role or equivalent with an emphasis on technical strategy and development a must.
ABOUT THE BUSINESS RESOURCE CENTER (BRC) OVERVIEW: The BRC oversees King County's business systems, which include applications, infrastructure, software, and vendor relationships. The team also supports business processes, system governance, and work prioritization to effectively serve county agencies.
BRC Director's Office: This team provides guidance to the BRC and advises county leaders on strategies to enhance the county's ERP business systems. They also manage the day-to-day operations of the BRC in support of continuous improvement and a cohesive team approach to govern, manage and support the county's ERP systems.
BI Insights Team: This team specializes in developing and managing business intelligence analytics across our suite of Oracle ERP applications and SAP Concur. This team also collaborates and works closely with our business partners and county departments to deliver meaningful analytics in support of county business operations. The team is committed to expanding the use of analytics tools and enhancing ERP data governance across the county.
Financials and Procurement Team: This team specializes in Oracle EBS Financials and Procurement, Oracle Procurement Cloud, Cloud Suppliers, Cloud Customer Experience, and SAP Concur travel management. The team collaborates with our many business partners and departments to deliver financials, procurement, travel management and expense, and treasury processes and solutions across all county business operations.
HR and Payroll System Team: This team specializes in PeopleSoft HR, payroll, and retirement systems, collaborating with our business partners and county departments to deliver HR, benefits, and payroll services across all county business operations.
Shared Services Team: This team specializes in training, change management, and help desk support, along with system security, administration, and licensing. There is also a highly skilled and technical team of DBAs who manage day-to-day running and performance of the systems in Oracle Cloud Infrastructure as well as coordination of system updates and patches.

Job Duties: To be considered for this opportunity, you must at a minimum, demonstrate the knowledge, skill, and ability to:
- Leadership Skills to independently lead as the technical expert and supervisor of the Oracle EBS development team. This includes providing direction and planning for development and integration activities in alignment with strategic goals, working with technical resources, analysts and customers across teams and organizations to troubleshoot and solve critical and complex business problems, system defects, and coordinating on-going improvements to optimize the customer experience and capabilities and performance of the Oracle EBS system.
- Guide and coach staff on individual performance as well as grow and develop their skillsets
- Participate in BRC strategic planning to prioritize work and strategic roadmap activities as we plan work to both satisfy our customer business needs and improve, or adapt our services to changing technology
- Establish and maintain standard operating procedures, technical standards and technical documentation, ensuring compliance with Oracle EBS and King County Information Technology (KCIT) policies and procedures. Manage the schedule and quality for all development activities and the application of standards and development best practices throughout the software development life cycle.
- Participate in and lead Oracle EBS and Cloud projects with matrixed teams ensuring alignment with IT and organizational strategic plans, policies and procedures. Prepare project documents and participate in presentations to business and IT stakeholders, project boards, and executive committees. Review and approve project solution designs for compatibility with overall system architecture and fit for business purpose.
- Collaborate and communicate effectively with customers, functional analysts, database application administrators, business IT representatives and peer supervisors as the Oracle EBS technology representative to identify, analyze, and recommend appropriate solutions to meet business needs and deliver customer value. Build consensus among a diverse group of individuals with conflicting viewpoints.
- Participate in and prepare technical documentation and procurements. Evaluate vendor ability to perform requirements and deliver work; monitor performance of contracts and contractors.

- Strong People Leader. Can demonstrate experience, competence and confidence as a people leader with the ability to coach and supervise diverse staff to achieve both work program goals as well as individual employee development and performance goals.
- Have a strong hands-on background with development experience as an Oracle EBS Application Developer, including R12 and SQL and PL/SQL on current Oracle Database versions; OR any combination of education and experience necessary to perform the scope of job duties.
- Have a depth and breadth of EBS technical knowledge and expertise to draw on to i) troubleshoot and solve critical and complicated system defects; ii) develop full picture of solution design and alternatives; iii) add value to BRC work improvement and strategic planning activities.
- Can demonstrate ability to work collaboratively across teams and engage with customers in a manner that fosters, and models open dialogue and communication, curiosity and cohesive team building.
- Experienced in Oracle JDeveloper, OA Framework, BPEL, Java, Workflow Builder, Oracle SOA suite and Web Services, Concurrent Programs, Oracle Forms, Weblogic server, Unix shell scripting, and version control software.
- Knowledgeable and have depth of experience of Oracle EBS financial and procure-to-pay modules such as General Ledger, Projects and Grants, Receivables, Order Management, Inventory, Fixed Assets, Cash Management, Payables, Purchasing, iProcurement, iExpense, eBusiness Tax, iSupplier; and on Oracle applications stack and database architecture.
- Have experience implementing and/or leading development teams in a dev ops environment.
- Familiar with Oracle ERP and ERP Cloud products, Integration approaches and Tools, Architecture and infrastructure, and other applicable technological features.
- Can flex and adapt as required, while working in a multi-faceted and sometimes ambiguous environment.
- Possess strong ability to navigate through potentially conflicting stakeholder perspectives.
- Familiar with Enterprise Reporting solutions in Oracle technologies, such as BI Publisher, OBIEE, and Oracle Report.
- Have familiarity with or are certified in IT Service Management Best Practices (ITIL/ITSM).
WORK SCHEDULE: This position is Exempt from the provisions of the Fair Labor Standards Act and therefore is not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday.

WORK LOCATION: The BRC FPS team works in a hybrid model, with days in the office as well as telecommuting. The ratio of remote to onsite work will be dependent on business needs and is subject to change. The primary onsite location is Chinook Building 401 5th Avenue Seattle, Washington, 98104.
Employees must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
