Project Name: All Payer Database - APD
Project Description: The Project Manager will support healthcare data projects within the Center for Health Data Innovation (CHDI), which manages large-scale systems like SPARCS (Statewide Planning and Research Cooperative System) and the APD (All-Payer Database).
Location: Empire State Plaza, Corning Tower, Albany, NY 12237
Telecommuting: 50% allowable as per State agreements
Duration: 30 Months
Target Start Date: June 3, 2026
Work Hours: 8:30 AM – 5:00 PM (8 hours per day, excluding unpaid lunch)

Technical Qualifications

Experience in Project Management: 84 months of experience in a project management role of complex information technology projects. (Preference for experience with healthcare data intake, data warehousing, or submitter tracking systems) .
Methodologies: 84 months of experience with project management and software development methodologies, including Agile and Software Development Lifecycle (SDLC).
Project Planning: 84 months of experience with developing and maintaining project proposals, scopes, requirements, milestones, and timelines.
Communication & Compliance: 84 months of experience with developing and implementing effective communication plans and working across large multi-disciplinary teams. This includes working with submitters of intake data, documentation and enforcement of compliance rules, SDLC changes, and reporting.
Documentation Policies: 84 months of experience with implementing documentation policies and templates.
Technical Documentation: 84 months of experience with technical documentation, including test plans and test scripts.
Education: Bachelor''s degree or higher in Computer Science, Information Technology, or a related field from an accredited institution.
Certification: Project Management certification (e.g., PMP).
