 Job Description: 
The State of North Carolina is seeking an experienced Technical Writer to support the NC Health Information Exchange Authority (NC HIEA) in drafting, reviewing, coordinating, and managing MOUs, MOAs, vendor contracts, and other agreements. The candidate will collaborate with business stakeholders and legal, privacy, security, finance, and procurement teams to ensure agreements meet organizational requirements and maintain an organized repository of agreements and supporting documentation.
 Mandatory Skills & Qualifications:

• 8+ years of relevant technical writing or contract documentation experience.

• Experience drafting and reviewing MOUs, MOAs, vendor contracts, and other formal agreements.

• Strong documentation, editing, and proofreading skills.

• Experience coordinating with legal, privacy, security, finance, procurement, and business teams.

• Ability to manage agreement repositories and maintain accurate records.

• Strong communication, stakeholder coordination, and organizational skills.

• Ability to ensure documentation aligns with contractual requirements, policies, and business processes.

Preferred: Experience in healthcare IT, Health Information Exchange (HIE), government agencies, or healthcare data-sharing initiatives.
