Description:

Weekly Work Schedule: 40 Hours per week during the work hours 7:00 AM. to 5:00 P.M. (negotiable). Occasional extended hours may be necessary by mutual agreement, e.g. working weekends or past normal business hours.
Implemented a pension benefit administration solution for internal staff use, as well as for external customer self-service applications leveraging multiple databases in Oracle's PeopleSoft solution set (i.e. IH, CRM, HCM, FIN, FMS). Administers two separate extraordinarily complex retirement systems, each having thousands of participating employees and multiple tiers of memberships with differing rules and regulations governing them. Seeking the services of a PeopleSoft Specialist Business Analyst Functional Lead, to serve as a Sr. Functional Analyst/Tester in support of its complex FMS, Accounting and Employer Billing functionality. The incumbent would be responsible for collaborating with the operational business owners and a team of BSAs and Application Developers in support of researching and designing batch and online solutions, developing designs, supporting downstream questions, developing comprehensive test plans, testing solutions and troubleshooting issues. The incumbent would also be responsible for mentoring and coaching others on the teams(s) on best practices to grow their ability and increase their capacity. Knowledge and experience with conducting performance testing is a plus.
Minimum Qualifications:

• Seven or more years of business analysis experience using PeopleSoft including in each of all the following knowledge areas (as defined by the International Institute of Business Analysis' "A Guide to the Business Analysis Body of Knowledge {BABOK Guide} ):

• business analysis planning and monitoring
• elicitation and collaboration
• requirements life cycle management
• strategy analysis
• requirements analysis and design definition
• solution evaluation
• Seven or more years of experience in reading and creating SQLs.
• Seven or more years of experience utilizing an understanding of PeopleSoft architecture and table structures.
• Four or more years of experience directing functional resources in a PeopleSoft environment.

• Two or more years of experience providing knowledge transfer on new technologies and/or the developed application to other business analysts.
• Two or more years of experience performing business analysis in the PeopleSoft modules specified in the CRD { IH, CRM, HCM and FIN}
• Four or more years of experience serving as a functional lead on projects using PeopleSoft

Preferred Qualifications

• Experience performing business analysis in several of the PeopleSoft modules specified in the CRD {IH, CRM, HCM and FIN}
• Demonstrated understanding of the interrelationships between modules specified in the CRD { IH, CRM, HCM and FIN}
• Experience developing solutions emphasizing use of delivered functionality either to removing existing customizations or to provide solutions to business needs
• Experience serving as a functional lead in projects using PeopleSoft in some or all of the phases of business analysis included planning and scoping, analysis and requirements elicitation, solution development, testing, implementation and postproduction support
• Experience serving as a functional lead in a PeopleSoft project in a government setting
• Two or more years of experience developing functional solutions in areas where the business problem is complex, impacts multiple stakeholders, has significant customer resistance or has significant constraints
• Two or more years of experience developing collaborative solutions and troubleshooting issues between functional and technical teams
• Seven or more years of experience utilizing PeopleSoft Application Designer as a reference tool for functional design, support, and troubleshooting
