Summary

Dexian Government Solutions is recruiting for an Oracle EBS Training Lead to support our proposal effort for the USCG FSC BOS in Chesapeake, VA.

Position Overview:

The Oracle EBS Training Lead is responsible for developing, delivering, and maintaining comprehensive training programs for FSC personnel, FSMS users, financial management staff, help desk personnel, and business process owners. This role ensures users possess the knowledge, skills, and resources necessary to effectively utilize Oracle EBS functionality and support evolving business requirements. The Training Lead also serves as the lead for knowledge management and workforce development initiatives, helping FSC institutionalize critical business process expertise, improve workforce resiliency, and reduce reliance on individual subject matter experts.

Key Responsibilities:
  • Develop and manage the FSMS training strategy, curriculum, and annual training plan.
  • Lead all training activities supporting Oracle EBS functionality, financial business processes, and system enhancements.
  • Ensure training programs align with FSC operational objectives and user needs.
  • Establish training performance metrics and evaluate program effectiveness.

Requirements:
  • Minimum 8 years of experience developing and delivering enterprise training programs.
  • Minimum 5 years supporting Oracle EBS, ERP systems, or federal financial management systems.
  • Experience developing technical and functional training materials.
  • Experience supporting organizational change management and user adoption initiatives.
  • Experience facilitating classroom, virtual, and self-paced training.

Education: Bachelor's Degree in Education, Training and Development, Business Administration, Information Systems, Organizational Development, Human Resources, or related discipline.

Clearance: Tier 1 Background Investigation or higher & CAC are required to Start.
