Position: Director, Utility Development

Location: Denver, CO (Headquarters); Alexandria, VA; or project-proximate location. Remote/Hybrid eligible.

Position Overview:

Tract is seeking a results-oriented utility development leader to join our growing Energy team. This is a new leadership role designed to serve as the primary executor of power development strategy within an assigned state or group of states. Reporting to a regional Vice President of Utility Development, the Director will own all utility engagement, infrastructure coordination, and power delivery execution within their assigned market - bridging the gap between senior portfolio leadership and project-level individual contributors.

The successful candidate will lead technically complex electrical infrastructure projects at scale, build relationships with electric utilities, regulators, and engineering partners, and take ownership of interconnection, permitting, and infrastructure delivery across multiple concurrent data center campus developments. You will be responsible for coordinating internal and external resources to achieve results on scope, schedule, and budget, report progress, and escalate issues for successful resolution.

Given that this is a growing team operating across an expanding portfolio, you can expect daily transitions from strategic to tactical. Job Responsibilities:

The candidate will have experience and practical expertise in the following:
Own long-term execution of power development strategy in assigned state markets, including all infrastructure and supply solutions required to deliver Tract's powered land product
Lead engagement with electric utilities to develop and deliver HV and MV electrical infrastructure (transmission, substation, and distribution) for large-scale data center campuses
Manage interconnection processes, utility studies, engineering coordination, and regulatory engagement at the state level
Oversee siting and construction coordination of transmission, substation, and distribution infrastructure across extensive campus developments; typical energy usage increases in 300MW-1,000MW increments across multiple properties in a development area
Manage scope, schedule, and budget of multi-million-dollar capital infrastructure projects across multiple concurrent sites
Coordinate with Tract's Land Strategy, Engineering, Environmental, Regulatory, and Commercial teams to ensure projects advance through milestones and support timely land transactions
Establish KPIs and regularly report project status to VP and senior management; escalate issues proactively for resolution
Support Fleet and end-user engagement during project turnover, including energy supply agreement coordination and customer substation oversight
Maintain continuity of utility engagement and project execution to ensure institutional resilience in assigned markets
Recommend regulatory enhancements and policy positions to enable Tract's emerging business model
Contribute to the development of standardized processes, reporting tools, and path-to-power documentation that support portfolio-wide operational maturity

Basic Qualifications (minimum requirements):

Education, Professional Certification, and Licenses:
BA or BS degree in Electrical, Mechanical, Civil, or Power Engineering; Economics; Energy Management; Business; or a related field

Years of Experience:
7 to 10 years of experience delivering technical infrastructure and utility contracting, with demonstrated leadership in a regulated electric utility, independent power producer, EPC firm, or large-load energy development environment

Required Experience:
Track record of successfully working with electrical utilities to develop, plan, and deliver HV and MV electrical infrastructure (69kV+)
Management of multiple utilities, engineers, and contractors to deliver electrical infrastructure (>50MW) to projects
Demonstrated success managing scope, schedule, and budget of multi-million-dollar capex projects
Experience developing relationships across the full range of stakeholder organizations - utilities, regulators, engineering firms, economic development agencies, and community leaders
Ability to translate technical engineering concepts and project status into actionable insights for executives, potential investors, and/or Board members

Preferred Qualifications:
Master's degree in Engineering, Energy, Business, Public Policy, or related field
Professional Engineer (PE) designation
Deep influence and competence in at least one of Tract's primary markets (TX, VA, NV, IL, MN, AZ, AL)
Experience with ERCOT, PJM, MISO, or other RTO/ISO interconnection processes and regulatory frameworks
Economic analysis, engineering, or operational familiarity with battery storage, fuel cell, microgrid, or similar energy technologies
Transmission planning, including technical aspects of power flow models
Substation engineering or high voltage project management experience
Demonstrated understanding of electric utility development in both regulated and deregulated markets across investor-owned utilities, electric cooperatives, and municipal utilities
Demonstrated success writing and delivering due diligence reports for future substation and/or transmission projects
Experience in data center development, hyperscale infrastructure, or large industrial load service
Outstanding verbal, written, and presentation skills with the ability to present to high-level executives, utility leadership, regulators, and Board members

Interpersonal/Soft Skills:
Outstanding interpersonal skills with the ability to discuss technical engineering details with engineering team members, contractors, utility service providers, renewable energy providers, and customers
Individuals must be able to pivot from technical engineering details and be comfortable presenting and discussing concepts and ideas with high-level executives, potential investors, or Board members
Ability to maintain focus in a fast-paced work environment
Detail-oriented mindset with a commitment to accuracy and delivering high-quality work
Ability to work independently and as part of a team, managing multiple tasks and meeting multiple deadlines

Travel Expectation s: Regular travel to corporate office (Denver, CO) as well as to project sites and to meet with local authorities, utility executives, regulators, and

engineering partners in support of projects. Travel demands will fluctuate with project requirements.

Annual Compensation Range: $175,000 - $190,000 Base Salary + Discretionary Bonus
