job summary:
The Customer is seeking an experienced Business Analyst (BA) with technical writing expertise in the creation of detailed statements of work for information technology projects focusing on cloud solution implementations.
The BA may serve as the liaison for the Department with the Federal Centers for Medicare & Medicaid Services (CMS), the Florida Digital Service, and solution providers/suppliers. The BA will direct the creation and administration of various Statements of Work to facilitate effective project delivery. Key elements of effective project delivery typically include clear objectives and scope, structured planning and governance, strong stakeholder engagement, efficient execution and monitoring, quality and value delivery (ensuring the final outputs meet required standards and produce the intended organizational benefit - not just completing tasks), and timely, on-budget completion.
The BA will provide, but not be limited to, the following business analyst activities for current and future projects.
General Business Analyst Tasks. The BA shall perform the following tasks, as necessary, and complete work assigned by the Department's Contract Manager:
Contribute to project management plans, in accordance with the standards of the Project Management Institute (PMI).
Contribute to a project schedule and update the project schedule and performance summary/charts weekly.
Contribute to the RAID (Risk, Action Item, Issues, and Decisions) Log for tracking risks, assumptions, issues, decisions, lessons learned and change requests.
Ensure that required project artifacts are created and maintained.
Manage revision of the project scope, budget, and schedule.
Ensure projects are completed on time, within budget, and meet the Department's expectations for quality.
Identify the measured value the assigned project is to achieve and report this measurement to the Department's Contract Manager.
Evaluate, track, and report project risks, and work with Department staff to develop and implement risk response strategies.
Apprise sponsors and stakeholders, as identified by the Department's Contract Manager, of risks and issues affecting projects, and provide recommended solutions.
Communicate relevant project information to Department staff through formal and informal status reporting.
Facilitate meetings and coordinate project activities.
Proactively address project team conflict and communication problems.
Collect business requirements and facilitate Joint Application Development (JAD) sessions.
Attend project meetings and other related meetings.
Capture meeting minutes for project meetings
Share ideas and complete assignments related to projects.
Review and comply with Rule 60GG-1, Florida Administrative Code (F.A.C.), Florida Information Technology Project Management and Oversight Standards.
Perform other related tasks as determined by the Department's Contract Manager.

Contract Specialist Tasks. Statement of Work Writer. The Contractor's BA will be responsible for preparing, reviewing, and finalizing Statements of Work (SOW) with a focus on clarity, regulatory compliance, contractual requirements per Florida Statute, and alignment with project objectives. The Contractor's BA shall perform the following tasks, as necessary, to complete work assigned by the Department's Contract Manager:
Manage the SOW development process from initial conception through final approval.
Partner with project managers and stakeholders to gather comprehensive requirements.
Develop SOWs that explicitly outline deliverables, timelines, and performance metrics.
Clearly define project scope, milestones, and acceptance criteria.
Coordinate efforts with legal, procurement, and vendor management teams.
Ensure all documentation adheres to organizational policies, legal standards, and procurement regulations.
Revise and update SOWs in response to feedback and evolving project needs.
Oversee compliance with SOW terms throughout the project lifecycle.
Technical Writer. The Contractor's BA will produce detailed and well-organized Statements of Work for technical and service-centric projects.
Convert complex technical requirements into clear, actionable SOW content.
Collaborate closely with engineers, developers, and project leads to define scope and deliverables.
Uphold version controls and maintains robust documentation standards.
Assist proposal teams by contributing SOW-specific materials.
QUALIFICATION REQUIREMENTS FOR BUSINESS ANALYST
The BA candidate(s) submitted by Contractor to provide these staff augmentation services must possess the following minimum qualifications and experience:
Possess the professional and technical skills necessary to perform IT project management.
Minimum of 10 years of experience in project management activities.
On-site availability at the Department's location in Tallahassee, Florida is preferred, but remote work will be considered.
Educational Requirements. The Contractor BA, and any subsequent Contractor BA provided by the Contractor, must possess, at a minimum, one of the following:
Bachelor's degree in business, contract management, or a related field, or
Bachelor's degree in English, technical communication, or a related discipline, or
One of the fields of computer sciences or in management information systems, or
Four (4) years of work experience in IT, systems analysis, management analysis, program planning, program research, or program evaluation.
Demonstrated expertise in technical writing and documentation
Competency in document version control and collaborative document management
Solid understanding of procurement procedures and contract law
Strong negotiation and stakeholder management skills
Experience with Florida State Agency IT Projects
Hold a current Project Management Professional (PMP) Certification from the Project Management Institute (PMI), or equivalent certification for business analysis as deemed appropriate by the Department.
