Role Summary
Acts as the Cybersecurity Manager for the DOT Transportation Safety Management and Operations (TSMO) Technology Program. Responsible for leading security efforts across integrated Information Technology (IT) and Operational Technology (OT) environments, protecting critical transportation infrastructure from cyber threats.
Key Responsibilities
- Security Strategy: Design, implement, and maintain a tailored cybersecurity strategy for IT/OT convergence in transportation systems.
- Architecture: Oversee secure IT/OT architecture integration from enterprise networks down to Industrial Control Systems (ICS) and SCADA environments.
- Risk & Compliance: Conduct regular risk assessments and align with industry standards (TSA directives, NERC CIP, NIST frameworks).
- Threat Intelligence & Monitoring: Manage threat intelligence programs and oversee security monitoring tools across IT and OT environments.
- Incident Response & Forensics: Lead incident response plans, coordinate responses, and conduct forensic investigations.
- Vulnerability Management: Oversee regular scanning, penetration testing, and patch management.
- Awareness & Training: Deliver training focused on the unique security risks of IT/OT convergence.
- Vendor Risk: Evaluate and manage third-party vendor cybersecurity risks.
- Budget & Collaboration: Manage the IT/OT convergence cybersecurity budget and collaborate across engineering, operations, and leadership.
Technical & Screening Requirements
Mandatory Qualification (Pass/Fail)
- Experience Level: 84+ Months as a Security Manager with expert-level proficiency and experience guiding large teams.
Requested Qualifications Matrix
- 84 Months: Cybersecurity experience, with at least 3–5 years in a management/leadership role.
- 84 Months: Experience securing IT/OT environments and handling IT/OT convergence challenges specifically in Transportation Systems Management and Operations (TSMO).
- 72 Months: Developing and implementing cybersecurity strategies/policies in IT/OT environments for TSMO.
- 60 Months: Working with risk assessment frameworks (NIST RMF, ISO 27001).
- 60 Months: Incident response, threat hunting, and digital forensics.
- 60 Months: Vulnerability management tools and processes.
- 60 Months: Cross-functional collaboration and technical/non-technical communication.
- Mandatory Certification: Must hold at least one of the following certifications: CISSP, CISM, GIAC, or GICSP
