Job Description – IT Project / Systems Analyst

Position Overview

We are seeking an experienced IT Project / Systems Analyst to support enterprise technology initiatives, system implementations, project delivery, and cross-functional coordination. The ideal candidate will have strong experience working with project artifacts, system analysis, testing, deployment, risk management, and external vendors.

The role will work closely with business stakeholders, technical teams, project managers, vendors, and other IT resources to ensure projects are delivered according to scope, requirements, quality standards, and organizational policies.

Key Responsibilities

• Coordinate with external vendors to complete projects and service requests, including defining, assigning, monitoring, and evaluating vendor work.

• Develop, review, and maintain project documentation, including:

  • Requirements documentation

  • Test cases and test plans

  • Requirements traceability

  • Functional and technical specifications

  • Design documentation

• Analyze enterprise systems, troubleshoot technical and functional issues, and provide recommendations to support solution implementation.

• Manage and monitor project scope, acceptance, deployment, system integration, and User Acceptance Testing (UAT) activities.

• Work with technical and business teams to ensure solutions meet documented requirements and organizational standards.

• Identify potential project risks, issues, dependencies, and implementation challenges and develop appropriate mitigation and avoidance strategies.

• Analyze HHS policies, procedures, standards, and guidelines to determine their impact on automated systems and system functional areas.

• Collaborate with stakeholders to translate business needs into clear and actionable technical and functional requirements.

• Support project lifecycle activities from requirements gathering and design through development, testing, implementation, and deployment.

• Maintain accurate project and portfolio information in applicable project management systems.

• Support project status reporting, documentation, issue tracking, and stakeholder communications.

Required Qualifications

• 8+ years of relevant professional experience in IT systems analysis, project delivery, enterprise applications, or a related field.

• 8+ years of experience coordinating with external vendors and managing vendor deliverables, assignments, and performance.

• 8+ years of experience developing or reviewing project artifacts, including requirements, test cases, traceability documentation, design documents, and technical specifications.

• 8+ years of experience analyzing systems, troubleshooting problems, and supporting technology solution implementations.

• 8+ years of experience managing project scope, acceptance, deployment, system integration, and User Acceptance Testing (UAT).

• 8+ years of experience identifying project risks and developing mitigation strategies.

• 8+ years of experience analyzing organizational policies, procedures, and standards and determining their impact on automated systems and functional areas.

Preferred Qualifications

• 3+ years of experience with TFS/ADO (Azure DevOps) for creating, managing, and maintaining requirements throughout the software development lifecycle.

• 3+ years of experience working in an Agile environment, preferably SAFe.

• 3+ years of experience with Microsoft technologies and productivity tools, including Microsoft Office, SharePoint, and Copilot.

• 3+ years of experience with enterprise system architecture and components, including:

  • User interfaces

  • Data layers

  • Infrastructure

  • System integrations

  • Business rules engines

  • Workflow orchestration

  • Cloud-based solutions

• 3+ years of experience with Texas HHSC processes, preferably including knowledge of Texas Medicaid and CHIP systems.

• 3+ years of experience maintaining portfolio/project management tools and managing information associated with state-level Major Information Resource Projects (MIRPs).

Ideal Candidate

The ideal candidate is a senior IT professional with 8+ years of experience who can bridge business and technical teams, manage complex project activities, coordinate vendors, analyze enterprise systems, and drive requirements through implementation and testing. Experience in Texas HHSC, Medicaid/CHIP, Azure DevOps/TFS, Agile/SAFe, and state government IT environments will be highly valued.

Education

Bachelor''s degree in Computer Science, Information Technology, Business, Engineering, or a related field is preferred, or equivalent professional experience.
