Job Description:
The CAPPS STARR System Analyst Level 2 provides functional and technical support for the implementation, integration, and ongoing operations of CAPPS STARR, a SaaS-based enterprise resource planning (ERP) solution (CGI Advantage).
This role works collaboratively with CPA Information Technology Division, Fiscal Management teams, and external vendors to analyze business requirements, support system integrations, validate financial data, and ensure system reliability across both legacy and modern platforms.
The analyst is responsible for supporting system configuration, data validation, testing activities, and issue resolution, while ensuring accuracy, consistency, and traceability of financial data across systems such as USAS, TINS, and CAPPS STARR.
Key Responsibilities
- Gather, analyze, and document business and system requirements in collaboration with technical and functional stakeholders.
- Analyze and validate system functionality, data flows, and interface outputs across integrated platforms.
- Troubleshoot system issues, data discrepancies, and interface failures, coordinate resolution with vendors and internal teams.
- Support and validate integrations including APIs, batch processes, file transfers (SFTP/PGP), and ETL processes.
- Maintain and update system documentation, including interface specifications, data mappings, and technical artifacts.
- Develop and execute test scenarios; support regression testing, integration testing, and User Acceptance Testing (UAT).
- Track defects, issues, and enhancements through resolution using standard tools and processes.
- Validate financial data and reporting outputs to ensure reconciliation and consistency across legacy and SaaS systems.
- Support reporting activities using tools such as Power BI and Advantage-native reporting capabilities.
- Coordinate with internal teams and vendors (e.g., CGI) to support system enhancements, defect resolution, and operational stability.
- Participate in Agile ceremonies including sprint planning, backlog refinement, and daily stand-ups.
- Provide production support, including participation in on-call rotation for financial system processing cycles and critical operations.
- Ensure compliance with CPA security policies, data governance standards, and access control procedures.
