Job Title: Oracle ERP/HCM Functional Consultant– Subject Matter Expert (SME)

Job Overview
We are seeking an experienced Oracle ERP/HCM Functional Consultant– Subject Matter Expert (SME)) to support a large-scale statewide initiative involving ERP, HCM, financial systems modernization, and transportation funding operations. The ideal candidate will bring deep expertise in Oracle ERP/HCM systems, public sector financial processes, data conversion, and cross-functional program leadership.
This role requires strong experience supporting enterprise implementations, budget lifecycle management, federal reimbursement processes, stakeholder communication, and business process transformation within government or transportation-focused organizations.
Key Responsibilities
- Provide SME support for ERP/HCM/Financial Systems implementation and operational support initiatives
- Support Oracle ERP, Oracle HCM, EPM, and related enterprise applications
- Lead cross-functional coordination across business, finance, HR, and technical teams
- Manage project activities, timelines, budgets, risks, and stakeholder communications
- Perform data extraction, cleansing, migration, conversion, validation, and reconciliation activities
- Support system configuration, setup validation, mapping documentation, and functional testing
- Develop and maintain process documentation, SOPs, workflows, user manuals, and functional specifications
- Analyze transportation funding lifecycle processes and support federal reimbursement reporting requirements
- Facilitate executive presentations, end-user training sessions, and knowledge transfer activities
- Provide ongoing functional support, issue resolution, and customer service assistance
- Collaborate with leadership teams to improve operational efficiency and process standardization

- Data conversion and validation
- Mapping documentation and reconciliation
- System setup/configuration support
Transportation / Public Sector Experience
- Experience supporting transportation funding lifecycle operations
- Knowledge of federal reimbursement and financial reporting processes
- DOT experience preferred
- MoDOT experience highly preferred
- Government/Public Sector experience strongly preferred
Business Analysis & Documentation
