Summary

Overview

We are seeking a Dataverse Data Architect to join a multidisciplinary team supporting the Department of Homeland Security (DHS) Customs and Border Protection (CBP) Program Management Office (PMO). This role is ideal for engineers who are passionate about applying technical expertise to real-world national security challenges and advancing mission-critical capabilities through research, evaluation, and informed decision-making. This position requires U.S. citizenship and the ability to obtain a CBP Background Investigation (BI) is required; active CBP BI preferred. This position requires 20% travel that may entail remote and rugged areas.

The Dataverse Data Architect will work closely with CBP stakeholders, program managers, and technical experts to assess technologies, guide development efforts, inform program strategies, and enable effective deployment of integrated systems. This includes both field-focused technical assessments and the development of supporting engineering and programmatic documentation. The ideal candidate has experience with research, development, test, and evaluation (RDT&E), and can bridge the gap between emerging capability and mission utility.

Responsibilities

  • Design, implement, and govern scalable data models and data integration solutions using Microsoft Dataverse and the Power Platform.
  • Develop conceptual, logical, and physical data models, including Dataverse tables, columns, relationships, business rules, choices, lookup fields, calculated fields, and rollup fields.
  • Define Dataverse data architecture standards, reusable patterns, naming conventions, and best practices.
  • Design and document Dataverse security models, including business units, security roles, teams, row-level access, field-level security, auditing, and environment-level controls.
  • Develop integration architecture between Dataverse, Power Platform, Microsoft 365, Dynamics 365, Azure, and external systems.
  • Support data migration, transformation, mapping, validation, and data quality management activities.
  • Design dataflows, virtual tables, APIs, connectors, and other integration mechanisms to support enterprise data exchange.
  • Support Power Platform environment strategy, including development, test, staging, and production environments.
  • Support application lifecycle management, including managed and unmanaged solutions, publishers, versioning, deployment processes, and release management.
  • Evaluate when to use Dataverse, SharePoint, SQL Server, Azure SQL, data lake, or other storage platforms based on business, security, performance, and scalability needs.
  • Support reporting and analytics using Power BI, Dataverse connectors, and data export options.
  • Establish data governance practices for data ownership, quality, retention, classification, metadata management, and access control.
  • Collaborate with business stakeholders, solution architects, developers, security teams, privacy teams, and governance teams to translate business requirements into technical designs.
  • Review solution designs to ensure scalability, performance, security, compliance, and maintainability.
  • Document data flows, access patterns, integration points, data dictionaries, entity relationship diagrams, and architecture decisions.
  • Support compliance with organizational data handling, privacy, records management, and cybersecurity requirements.

Qualifications

  • SENIOR LEVEL: 10+ years of relevant experience and a STEM BS degree or 7 years relevant experience and a MS degree in systems engineering.
  • MID LEVEL: 3-10 years' relevant experience and a STEM BS degree
  • Demonstrated experience designing and implementing data architectures using Microsoft Dataverse.
  • Demonstrated experience with Microsoft Power Platform, including Power Apps, Power Automate, Power Pages, and Power BI.
  • Strong understanding of Dataverse table design, relationships, security, business rules, and environment management.
  • Experience integrating Dataverse with external systems using APIs, connectors, dataflows, Azure services, or middleware.
  • Experience with Dataverse Web API, OData, REST APIs, and custom connectors.
  • Experience with Azure integration services such as Azure Logic Apps, Azure Functions, Azure Service Bus, Azure Data Factory, or Azure API Management.
  • Experience with data migration, data transformation, data mapping, and data quality management.
  • Familiarity with Dynamics 365 data structures and extensibility.
  • Understanding of data governance, metadata management, data retention, auditing, and compliance considerations.
  • Ability to work with business and technical stakeholders to gather requirements and translate them into scalable data architecture solutions.
  • Strong analytical, problem-solving, communication, and technical documentation skills.
  • Ability to support enterprise-scale application development or modernization efforts.
  • Bachelor's degree in Information Technology, Computer Science, Data Management, Engineering, or a related field, or equivalent professional experience.
  • Preferred: Microsoft Certified: Power Platform Solution Architect Expert.
  • Preferred: Microsoft Certified: Power Platform Developer Associate.
  • Preferred: Microsoft Certified: Power Platform Functional Consultant Associate.
  • Preferred: Microsoft Certified: Azure Solutions Architect Expert or Azure Data Engineer Associate.
  • Preferred: Experience with federal, public sector, or regulated environments.
  • Preferred: Experience with Microsoft Purview or similar data cataloging and governance tools.
  • Preferred: Experience with CI/CD for Power Platform using Azure DevOps, GitHub Actions, or Power Platform Build Tools.
  • Preferred: Experience with Power Platform Center of Excellence governance models.
  • Preferred: Knowledge of Common Data Model and Dynamics 365 industry accelerators.
  • U.S. citizenship and ability to obtain a CBP Background Investigation (BI) is required; active CBP BI preferred.

Target salary range: $109,000 - $160,000
