We are seeking two Senior Software Engineers to provide development support for Client s .NET-based Member Portal and Provider Portal platforms as part of the Covered California project. The engineers will support portal enhancements, integrations, defect remediation, technical analysis, and production-readiness activities in coordination with Client business, IT, QA, and project teams.
The ideal candidates will have strong hands-on experience with Microsoft .NET application development, web portals, APIs, SQL Server, secure application design, and healthcare/payer technology environments. Experience supporting member, provider, enrollment, eligibility, claims, or health plan digital platforms is highly preferred.
Key Responsibilities:
- Design, develop, enhance, and support .NET-based portal applications for either the Member Portal or Provider Portal platform.
- Analyze business and technical requirements related to Covered California project needs.
- Develop and modify application components, services, APIs, database objects, and integration logic.
- Support portal workflows related to member access, provider access, eligibility, enrollment, claims, benefits, authorizations, documents, notifications, or related payer functions.
- Troubleshoot defects, performance issues, data issues, and integration failures across portal and backend systems.
- Collaborate with business analysts, architects, QA teams, infrastructure teams, security teams, and vendor partners.
- Participate in technical design discussions, sprint planning, code reviews, unit testing, deployment planning, and release support.
- Develop secure, scalable, maintainable code aligned with Client development standards.
- Support integration with internal and external systems using APIs, web services, batch interfaces, or middleware.
- Create and maintain technical documentation, including design notes, interface details, configuration notes, and deployment instructions.
- Assist with testing cycles, defect triage, UAT support, production validation, and post-release stabilization.
- Ensure application changes comply with healthcare security, privacy, and regulatory requirements.
Required Skills and Experience:
- 7+ years of professional software engineering experience.
- Strong hands-on experience with Microsoft .NET technologies, including C#, ASP.NET, .NET Framework and/or .NET Core.
- Experience developing and supporting web-based portal applications.
- Strong experience with SQL Server, including stored procedures, queries, performance tuning, and data analysis.
- Experience with REST APIs, SOAP services, web services, and system integration patterns.
- Experience with HTML, CSS, JavaScript, and modern front-end frameworks or libraries.
- Experience with secure coding practices, authentication, authorization, role-based access, and application security.
- Ability to troubleshoot complex application, integration, data, and production issues.
- Experience working in Agile/Scrum delivery environments.
- Experience using source control and DevOps tools such as Azure DevOps, Git, TFS, Jenkins, or similar.
- Strong communication skills and ability to work with both technical and non-technical stakeholders.
- Ability to work independently as a senior developer while collaborating across a broader delivery team.
Preferred Healthcare / Payer Experience:
- Experience working with health plans, managed care organizations, Medicaid, Medicare, ACA marketplace, or Covered California-related programs.
- Experience with payer portals, member portals, provider portals, broker portals, or constituent digital experience platforms.
- Familiarity with core payer functions such as:
- Member eligibility and enrollment
- Provider data and credentialing
- Claims inquiry/status
- Benefits and coverage
- Authorizations and referrals
- Care management or quality workflows
- Secure messaging and document exchange
- Familiarity with payer systems such as Facets, QNXT, HealthRules Payor, GuidingCare, Jiva, Medecision, or similar platforms.
- Familiarity with healthcare data formats and standards such as EDI X12, HL7, FHIR, XML, JSON, and secure file exchange.
- Understanding of HIPAA, PHI handling, data privacy, auditability, and secure access controls.

- Candidates should be comfortable working in environments involving some or all of the following:

Salary/Rate: $55-$70/HR (depends on experience level). This is a contract position with candidates expected to work 40 hours/ week.
