Summary

MTSI is seeking an experienced Senior Systems Engineer with deep expertise in international systems architectures, export control compliance, and advanced aircraft acquisition to support AFLCMC/WA activities for U.S. and allied fighter modernization efforts. The candidate will provide engineering leadership across system architecture definition, technology release determinations, foreign partner capability integration, and acquisition systems engineering for next-generation and legacy USAF fighter portfolios. This role requires demonstrated proficiency navigating U.S. export control frameworks (ITAR, EAR), coalition/partner capability release processes, and system-of-systems technical integration within a high-security acquisition environment. The engineer will collaborate across U.S. Government, industry, and international stakeholders to ensure technical solutions are interoperable, releasable, and architected to support both U.S. and foreign military requirements.

Key Responsibilities
Guide systems engineering and architecture development for international variants of USAF fighters and advanced aircraft, ensuring alignment with U.S. and partner-nation requirements.
Assess and evaluate aircraft system architectures, including mission systems, sensors, weapons, communications, and software-intensive subsystems.
Evaluate exportable architectures and support the creation of technical documentation needed for foreign military sales (FMS) and international cooperative programs.
Conduct engineering analyses to determine feasibility of capability release, component substitution, or configuration changes for international applications.
Provide technical guidance to acquisition teams on ITAR, EAR, National Disclosure Policy (NDP), releasability processes, and exportable system configurations.
Review vendor and OEM technical products for compliance with U.S. exportability constraints and international program requirements.
Translate operational partner needs into engineering requirements, integration strategies, and acquisition documentation.
Prepare and deliver executive-level briefs to senior DoD decision-makers, summarizing technical risks, design trade-offs, and international impacts.
Coordinate with U.S. and allied engineering organizations to ensure interoperability, data exchange, configuration alignment, and common architecture frameworks.
Support classified and multi-level engineering environments, performing analyses across mission, system, and subsystem levels.

Position Requirements
Strong working knowledge of export controls, including ITAR Part 120-130, EAR, NDP-1, releasability processes, Golden Sentry, and FMS case execution.
Technical experience with international or coalition architectures, foreign military integration requirements, and configuration tailoring for exportable systems.
Ability to analyze and communicate technical impacts of capability release, alternative architectures, or downgraded configurations.
Proven ability to prepare high-quality, decision-ready engineering products for senior acquisition leaders.
Strong cross-cultural communication skills for engagement with partner nations and multinational engineering teams.
Proven ability to work effectively across organizational and functional boundaries.
Demonstrated ability to synthesize complex technical information into concise, decision-ready executive summaries.
Ability to work efficiently across multiple security levels and collaboration environments.
Experience coordinating and leading technical teams to successful completion of tasks.

Qualifications:
Possess minimum of 10 years of relevant work experience
Experience working in a DoW program or product acquisition office or environment
Have no less than three (3) years' experience in a Special Access Program (SAP) and/or Sensitive Compartmented Information (SCI) environment within the last five (5) years

Education:
Master of Science (MS)/Master of Arts (MA) or higher in a relevant engineering discipline.
In lieu of the MS/MA or higher in a relevant engineering discipline, a BS in a relevant engineering discipline and a MS/MA or higher, or an equivalent professional degree (for example, a Master of Business Administration (MBA) or Juris Doctor). An engineering technology degree does not meet this requirement.
In lieu of the MS/MA or higher or an equivalent professional degree, a BS/BA in a relevant engineering discipline and fifteen (15) years of experience in an engineering position with the DoD, other government agency, or DoD contractor.

Clearance Requirements:
Must possess an active DoD Top Secret (TS) security clearance with ability to obtain SCI
U.S. Citizenship is required for this position, due to contract requirements.
