Position Overview:

Provides technical and project management support for the development and execution of Energy Resilience and Conservation Investment Program (ERCIP) projects for the Department of the Air Force (DAF). Delivers engineering-based reviews of project scope, cost estimates, life cycle cost analyses, and programming documentation. This position coordinates with installation personnel, AFIMSC detachments, and other stakeholders to support accurate project documentation and alignment with DAF energy resilience objectives.

Primary Duties and Responsibilities:
  • Provide advisory services for ERCIP project planning, technical review, and execution support.
  • Evaluate project calculations, cost estimates, and life cycle cost analyses (BLCC) to confirm accuracy and cost-effectiveness.
  • Review programming documents (e.g., DD1391) for completeness, consistency with UFC/DoD standards, and adherence to ERCIP guidance.
  • Prepare written analysis and technical recommendations to support government decision-making.
  • Support coordination with installations on project submissions, revisions, and reporting requirements.
  • Assist with maintaining project tracking databases and preparing status updates for enterprise reporting.
  • Collaborate with other energy program managers to align ERCIP-funded projects with ESPC, UESC, or other energy initiatives.
  • Participate in technical meetings, reviews, and workshops as required.

Minimum Qualifications

Education:
  • Bachelor's degree in engineering, architecture, or a related technical field from an accredited U.S. institution.
  • Advanced coursework or certifications in energy systems, cost estimating, or resilience planning preferred.
  • In lieu of a degree, an additional four (4) years of directly related experience may be accepted

Experience:
  • 3-7 years of experience in facility energy, infrastructure improvement, or DoD project development (MILCON, FSRM, or ERCIP).
  • Experience conducting or reviewing Building Life Cycle Cost (BLCC) analyses.
  • Familiarity with federal programming documents and cost estimate review tools (e.g., DD1391, PACES, MCACES).
  • Demonstrated ability to prepare technical deliverables and written analysis for government stakeholders.
  • Proficiency with Microsoft Office and project tracking tools.
  • S. citizenship with the ability to obtain a DoD Secret clearance.
