Lead Project Manager

Description:
Diversified Systems is searching for a Lead Project Manager to lead the implementation and enhancement of several large, critical IT initiatives, including the iSMART (Training Management System replacement) project and continued support of the Web Infrastructure for Treatment Services (WITS) platform.
The Project Manager will direct, administer, manage, and facilitate enterprise technology projects, business process reengineering efforts, and system enhancements. This individual will be responsible for driving projects from initiation through implementation while ensuring delivery on schedule, within budget, and in accordance with defined business, technical, and quality requirements.
Responsibilities:
- Support the Enterprise ELS Project Manager by managing work according to established project timelines and schedules.
- Direct, administer, manage, and facilitate enhancements, business process reengineering efforts, and development of high-priority Commonwealth technology projects.
- Manage projects with delivery cycles exceeding 8 to 12 months.
- Manage, coordinate, and establish priorities throughout the complete project lifecycle, including planning, design, programming, testing, and implementation.
- Develop project estimates for planning, analysis, design, construction, testing, and implementation activities.
- Work with team leads to adjust and revise project estimates as necessary.
- Ensure project estimates are approved.
- Develop detailed Project Management Plans.
- Obtain approval and signoff of Project Management Plans from customer representatives and project stakeholders.
- Ensure delivery of all tasks identified in Project Management Plans and Project Schedules.
- Design project plans that identify needs, major tasks, milestones, scope, resources, budget, and personnel requirements.
- Ensure project work supports strategic objectives and service commitments.
- Manage and track project progress against schedules.
- Monitor project milestones and phases and take corrective action to maintain project timelines.
- Monitor and track project budgets and communicate status to stakeholders.
- Plan, organize, prioritize, and manage multiple work efforts across project teams.
- Notify project team members of timelines, milestones, work packages, and project objectives.
- Schedule and monitor status reviews, project management inspections, and software quality assurance reviews.
- Capture and report project management metrics.
- Analyze and distribute project metrics associated with work items and improvement measures.
- Ensure all scope changes follow approved Change Management processes.
- Create, review, and obtain approval of Communication Plans and Deliverables Matrices.
- Prepare periodic status reports for project teams, sponsors, leadership, and stakeholders.
- Report status and recommendations to senior leadership.
- Follow HHS DC IT PMO methodologies, standards, and procedures.
- Support continuous improvement efforts within the PMO.
- Mentor less experienced project management staff as needed.
- Coordinate with application, data warehouse, informatics, networking, security, solution management, and service management teams.
- Facilitate discussions between IT teams and vendors to ensure business requirements are met.
- Anticipate issues and proactively address risks.
- Maintain and manage RAID Logs and develop mitigation strategies through closure.
- Build and maintain relationships with key stakeholders and customer representatives.
- Serve as the primary point of contact for project-related issues and resolutions.
- Communicate effectively with customers and software/hardware suppliers supporting the Commonwealth.
- Coordinate system testing activities with appropriate resources.
- Deliver presentations as required.
- Ensure project compliance with HHS DC IT PMO standards and procedures.
- Develop and facilitate achievement of project service commitments.
- Balance project workloads and resource capacity.
- Plan, coordinate, and conduct training and orientation sessions.
- Coordinate and present proposals as needed.
- Plan project-specific training and orientation activities.
Requirements:
- 7 to 9 years of relevant Project Management experience required.
- Current Pennsylvania residency required.
- Ability to work onsite in Harrisburg, Pennsylvania, at least one day per month and additional days as requested required.
- Experience managing large-scale IT implementations required.
- Experience developing and managing project plans, schedules, budgets, risk management processes, and stakeholder communications required.
- Experience managing enterprise technology projects through the full project lifecycle required.
- Strong leadership, interpersonal, communication, and facilitation skills required.
- Knowledge of PMI project management methodologies and practices required.
- ONLY candidates possessing an ACTIVE PMI Project Management Professional (PMP) certification for a minimum of 5 years will be considered.
- A copy of the candidate's active PMP certification must be submitted with the resume.
- Candidates without proof of active PMP certification will not be considered.
Highly Desired Skills:
- Experience implementing SaaS solutions highly desired.
- Strong background in Public Health, with emphasis on Drug and Alcohol Programs, highly desired.
