Position SummaryThe Senior Director of U.S. Government Affairs for AI, Data Policy, Emerging Technologies & Energy will lead SAP's U.S. federal engagement on artificial intelligence, data governance, emerging technologies, and technology policy affecting the energy and regulated industrial sectors.
This is a
senior, externally facing leadership role designed for an experienced technology policy executive with deep congressional and executive-branch experience. The role will shape SAP's policy positions, drive high-impact advocacy, and advise senior business leaders on political and regulatory risks and opportunities affecting SAP's AI, emerging technology, data innovation, and energy-related offerings.
The successful candidate will bring credibility with senior policymakers across the White House, Congress, and federal agencies; strong experience navigating complex legislative and regulatory environments; and a proven ability to execute policy strategies that support business growth, innovation, and global competitiveness.
Key ResponsibilitiesPolicy Leadership & Strategy- Lead SAP's U.S. advocacy strategy on artificial intelligence governance, data policy, emerging technologies, digital infrastructure, and technology policy shaping the energy and regulated industrial sectors.
- Define and advance SAP's policy positions on federal legislation, regulation, and executive actions affecting AI deployment, data governance, emerging technologies, and energy innovation.
- Anticipate policy and geopolitical developments influencing AI adoption and cross-cutting data frameworks, translating policy signals into clear, actionable business guidance.
- Serve as a strategic advisor to the C-suite and product leadership, assessing policy risk, opportunity, and timing across SAP's AI, data innovation, emerging technologies, and energy-facing portfolios.
- Advance SAP's thought leadership as a credible, pragmatic voice on responsible AI and data-driven industrial competitiveness in the U.S. market.
- Partner closely with Global Government Affairs to align U.S. and EU AI and data policy approaches and support coherent transatlantic engagement.
Government & Congressional Engagement- Build and sustain trusted relationships with senior officials across the White House, federal agencies (Commerce, State, DHS, DOE, OMB, OSTP, NIST, FTC), and key Congressional committees.
- Leverage deep congressional experience to engage effectively with Members, staff, and leadership across both parties, particularly on technology, energy, and economic policy matters.
- Represent SAP in hearings, briefings, and multistakeholder forums involving AI, data, emerging technologies, and energy policy.
AI, Data, Emerging Technology & Energy Policy Execution- Advance policy frameworks that enable responsible AI adoption, trusted data use, and scalable digital infrastructure across commercial and regulated industrial sectors.
- Lead engagement on AI, data policy, emerging technologies and energy related policy issues as they relate to utilities, energy reliability, energy storage, industrial automation, critical infrastructure modernization, and energy innovation.
- Coordinate SAP's U.S. policy approach to global AI, data policy and emerging technologies public policy developments, with particular emphasis on EU digital policy and transatlantic alignment.
Coalition Leadership & Thought Leadership- Lead SAP's participation in trade associations, coalitions, and international forums advancing AI, data, emerging technologies, and energy policy.
- Drive thought leadership on emerging technologies policies, including drafting executive briefings, policy papers, and strategic narratives for external engagement.
- Support SAP's reputation as a trusted, credible voice on AI, data policy, energy innovation, and global technology governance.
Preferred Experience and Qualifications- 12+ years of senior experience in government affairs, technology policy, national security, or public administration, including significant service in Congress and/or a cabinet-level federal department
- Deep expertise in AI policy, data governance, emerging technologies, digital infrastructure, technology policy, and energy and industrial systems related policies
- Demonstrated success executing policy strategies that deliver measurable business and policy outcomes in complex, high-stakes environments.
- Strong relationships with senior policymakers across Congress, the Executive Branch, and federal agencies.
- Proven ability to brief and advise C-suite leaders and boards on policy risk, opportunity, and strategy.
- Experience leading policy strategy on high-performing teams and collaborating across global, cross-functional organizations.
- Law degree or advanced degree in public policy, national security, or related field strongly preferred.

Compensation Range Transparency: SAP believes the value of pay transparency contributes towards an honest and supportive culture and is a significant step toward demonstrating SAP's commitment to pay equity. SAP provides the annualized compensation range inclusive of base salary and variable incentive target for the career level applicable to the posted role. The targeted combined range for this position is 224,700-525,600 (USD) USD. The actual amount to be offered to the successful candidate will be within that range, dependent upon the key aspects of each case which may include education, skills, experience, scope of the role, location, etc. as determined through the selection process. Any SAP variable incentive includes a targeted dollar amount and any actual payout amount is dependent on company and personal performance.
